On behalf of OPA (Oil and Pipelines Agency), we are looking for a Procurement Manager (Inside IR35) for a 6 month contract, based remote/ad hoc basis in Gosport or from within the UK. Some travel required to Birmingham.
The role requires either an Active SC clearance or an existing SC.
Role:
You will lead end-to-end public sector procurement activity, contract management and supplier engagement, ensuring compliance with UK public procurement regulations while delivering value for money across the organisation.
This role would suit an experienced procurement professional with a strong government or defence background who can confidently operate within a complex stakeholder environment, provide commercial leadership to project teams and mentor less experienced colleagues.
As a Procurement Manager, your main responsibilities will be to:
- Lead and manage end-to-end procurement activities across goods, services and works contracts.
- Deliver procurement exercises in accordance with UK public procurement regulations and organisational governance requirements.
- Manage contract awards, implementation and ongoing commercial contract management activities.
- Support NEC3/NEC4 contract administration and work closely with Quantity Surveyors and project teams.
- Negotiate commercial terms, contract amendments and supplier agreements.
- Identify, assess and mitigate commercial and contractual risks.
- Develop and maintain strong relationships with internal stakeholders, suppliers and external partners.
- Provide commercial advice and guidance to project teams and stakeholders.
- Ensure contracts deliver best value for money while maintaining compliance and governance standards.
- Monitor supplier performance and drive continuous improvement initiatives.
- Prepare commercial reports, management information and pipeline forecasts.
- Escalate significant commercial risks and issues to senior leadership where appropriate.
- Lead and support a small team of Commercial Managers and Commercial Officers.
- Promote ethical procurement practices and ensure compliance with anti-fraud and anti-corruption requirements.
- Support both UK and, where required, international procurement activities.
Essential:
- Extensive experience managing the full procurement lifecycle within a UK public sector organisation.
- Strong knowledge of UK public procurement regulations and governance requirements.
- Previous experience within Central Government, Defence, MOD or Arms-Length Bodies.
- Excellent stakeholder management, communication and influencing skills.
Desirable:
- Experience using BIP Delta or similar procurement platforms.
- Knowledge of logistics or fuel infrastructure contracts.
