Description & Requirements

On behalf of Homes England, we are looking for a Digital and Data Capability Lead (Inside IR35) for a essentially remote role to run up until the end of Janaury 2027 with occasional travel to either London, Birmingham, Newcastle or Liverpool offices.

Following the publication of the government’s Levelling Up White Paper, Homes England has also been tasked with a core role in spearheading regeneration, partnering with places to reduce economic disparity, empower local leaders and create equal opportunities across the country to ensure communities reach their full potential.


As a Digital and Data Capability Lead, your main responsibilities will be:


Lead digital and data capability initiatives aligned to organisational priorities and ICP objectives.

Develop capability frameworks, skills roadmaps and scalable learning solutions.

Design and deliver role-based training programmes and learning pathways.

Drive adoption of new tools, systems and processes through targeted capability interventions.

Partner with stakeholders to identify skills gaps, capability needs and development opportunities.

Measure capability impact, analyse performance insights and continuously improve learning outcomes.


Essential:


Capability and Learning-Strong experience designing and delivering learning and capability initiatives.

Understanding of adult learning principles and modern training approaches.

Digital and Data Capability-Knowledge of digital and data tools, practices, and frameworks.Understanding of DDaT professions and capability models.

Stakeholder Engagement-Experience working with stakeholders to identify and address capability needs.

Ability to influence and engage across different audiences.

Change and Adoption-Experience supporting organisational change through capability development.

Ability to align learning with business outcomes.



Please be aware that this role can only be worked within the UK and not Overseas.
