Description & Requirements

On behalf of HSE we are looking for a Digital Delivery Manager (Inside IR35) for a 4 month contract. Remote working with occasional travel to Bootle.

At the Health and Safety Executive, we believe everyone has the right to come home safe and well from their job. Our mission is to prevent work-related death, injury, and ill health.

Our roots stretch back to 1833. The modern HSE is an independent regulator with a wide reach across many employment sectors. Using world leading science, we have helped protect millions of people from devasting injury and suffering through our diverse regulatory activities.

We concentrate effort on the most serious risks, targeting industries with the greatest hazards, and sectors with the worst risk management record. We hold people to account where we have to, and we are firm but fair when using our legal powers. We also provide support to businesses through free guidance and advice tailored to business needs. By giving them the confidence to manage risks sensibly, we boost productivity, support the economy, and contribute to a fairer society. We work hard to help maintain an effective regulatory framework, playing our part in providing proportionate and accountable legal requirements.

The Digital Delivery Manager is responsible for leading the delivery of the HSE element of work within the Building Safety Regulator Levy project, which is focused on the Digital solution. The Delivery Manager ensures this element of work is delivering to the committed timeline and scope that is outlined within the agreed Statement of Work between HSE and BSR.

The Delivery Manager will coordinate the multidisciplinary delivery team from design, development, testing, deployment, and into hyper care—while aligning closely with the Product Manager and BSR stakeholders to ensure the solution meets the defined requirements.

A key aspect of the role is managing dependencies on BSR. The Delivery Manager will actively track progress, identify risks, and escalate issues where required through BSR governance routes, while providing delivery-level reporting and maintaining oversight of timelines, resources, and costs.

Although not responsible for overall project management or governance, they play a critical role in ensuring the digital workstream that HSE is responsible for, remains aligned to the wider project and operates within agreed scope boundaries.

Essential:

  • An active SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. (Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.)
  • Demonstrable experience delivering digital projects.
  • Strong stakeholder management and communication skills, with the ability to build effective relationships at all levels.
  • Experience managing project budgets, forecasts, and financial performance to ensure successful delivery.
  • Proven ability to identify, assess, and manage project risks and issues, implementing appropriate mitigation strategies.
  • Experience developing, maintaining, and managing project plans to ensure delivery against agreed timelines and objectives.
  • Experience working within Agile delivery frameworks, supporting iterative planning and successful project outcomes.

Please be aware that this role can only be worked within the UK and not Overseas.

Disability Confident

In cases where we have a high volume of candidates who have a disability who meet all the essential criteria, we will interview the best candidates from within that group. This scheme encourages candidates with a disability and/or neurodivergence to apply. In exceptional circumstances, we may also need to apply the desirable criteria in our shortlisting process which may include holding active security clearance.
