The Great British Energy Act, which received Royal Assent in May 2025, provided for the UK’s first publicly owned national energy company to develop, own and operate energy assets since the privatisation of the Central Electricity Generating Board in the early 1990s.

About the Role
GBE Local is central to our strategy. We believe that GB Energy can be a transformative actor in the world of local and community energy and our vision is to make hosting and owning a local energy scheme possible for every community across the country.
The Director of Delivery – Local Energy is responsible for leading the end-to-end delivery of GBE Local’s programme, translating the ambition of the Local Power Plan into tangible outcomes across communities, local authorities and the wider public sector.
This role will oversee the execution of GBE Local’s portfolio of projects, funding programmes and delivery partnerships - ensuring that projects are originated, developed and delivered at scale and pace. The Director will build and lead a high-performing delivery function, including regional hubs and partner networks, to ensure consistent, high-quality delivery across the UK.
Working closely with the Managing Director and peer Directors, this role will ensure GBE acts as an effective market maker and delivery integrator - unlocking a pipeline of projects and progressing them from concept through to operation.
Key Responsibilities
Programme & Portfolio Delivery
- Lead the delivery of the Local Power Plan across GBE Local, translating strategy into executable programmes and outcomes.
- Oversee a national portfolio of local and community energy projects, ensuring delivery across the full lifecycle (origination, development, construction and operation where applicable).
- Ensure alignment of delivery activity with GBE’s strategic objectives, capital allocation priorities and Local Power Plan targets (e.g. scaling to 1,000+ projects).
- Establish and manage clear delivery roadmaps, milestones and performance tracking frameworks.
Project Pipeline Execution
- Take ownership of the execution of the project pipeline, ensuring projects progress efficiently from early-stage development to financial close and delivery.
- Work closely with Market Development to convert pipeline opportunities into funded and deliverable projects.
- Remove delivery barriers and resolve issues across planning, grid connection, financing and stakeholder alignment.
- Ensure consistent application of stage-gate processes, standards and governance across the portfolio.
Regional Delivery Model & Hubs
- Design, establish and lead GBE Local’s regional delivery model, including the setup and operational management of regional hubs.
- Ensure regional teams are empowered to originate, support and deliver projects effectively while maintaining national consistency.
- Build strong local presence and relationships to enable place-based delivery and pipeline growth.
- Create feedback loops between national and regional teams to continuously improve delivery performance.
Partner & Supply Chain Management
- Develop and manage a network of delivery partners (“boots on the ground”) to support project delivery at scale.
- Establish frameworks for partner identification, onboarding, performance management and assurance.
- Work with supply chain and procurement teams to ensure quality, capacity and value for money in project delivery.
- Ensure delivery partners meet standards for safety, quality, customer experience and community benefit.
Delivery of Funding & Programmes
- Oversee the operational delivery of grant, loan and investment programmes in collaboration with Market Development and Investment teams.
- Ensure effective deployment of funding into projects, balancing pace, risk and impact.
- Maintain robust governance, compliance and assurance aligned with public sector standards.
- Track and report on programme performance, outcomes and impact.
Customer-Centric Delivery
- Ensure delivery models are customer-focused, accessible and responsive to the needs of local authorities, community groups and public sector organisations.
- Embed consistent service standards, processes and delivery playbooks across all delivery channels.
- Drive improvements in cycle times, customer satisfaction and delivery predictability.
Stakeholder Engagement & Delivery Alignment
- Lead operational engagement with key stakeholders including local authorities, community energy groups, delivery partners and regional bodies.
- Ensure strong alignment between national programme objectives and local delivery realities.
- Support senior external engagement alongside the Managing Director where required.
Collaboration & Integration
- Work closely with other Directors and GBE functions (Strategy, Finance, Policy, Supply Chain) to ensure integrated delivery.
- Align delivery plans with product design, funding mechanisms and market development activities.
- Contribute to the continuous evolution of GBE Local’s operating model.
Risk, Governance & Performance
- Lead implementation of delivery governance, including stage-gates, risk management frameworks and assurance processes.
- Manage delivery risk across planning, regulatory, operational and community dimensions.
- Ensure compliance with HSE, quality, information governance and audit requirements.
- Define and track KPIs including:
- Number of projects delivered / reaching FID
- Time to delivery / cycle time
- Funding deployed
- Customer satisfaction
- Community and economic impact metrics
People & Leadership
- Build and lead a high-performing, multidisciplinary delivery organisation, including regional teams and central functions.
- Foster a culture of accountability, collaboration and operational excellence.
- Develop capability in project delivery, programme management and partner management.
Person Specification
Essential Experience & Skills
- Significant experience delivering complex programmes or portfolios in the energy, infrastructure or public sector.
- Proven track record of delivering projects at scale, ideally across distributed or local energy systems.
- Strong operational leadership, with experience building and managing delivery functions and regional teams.
- Experience managing multi-stakeholder delivery environments, including public sector, private sector and community organisations.
- Knowledge of project lifecycle, including development, planning, financing and construction.
- Strong programme and portfolio management capability, including governance, risk and performance management.
- Experience in supply chain and partner management for large-scale delivery.
- Customer-focused mindset with experience delivering services to diverse user groups.
Desirable Experience
- Experience in community energy or working with local authorities and public sector organisations.
- Knowledge of UK planning, grid connection and regulatory frameworks.
- Experience delivering grant or publicly funded programmes.
- Familiarity with regional or place-based delivery models.
