Salary: £67,450 - £92,982

Leads HS2, Operator, and Train Manufacture and Maintenance (TMM) teams to ensure readiness of rolling stock and depots to support dynamic testing, trial operations and passenger operation. This includes arrangements for handover and use of assets from the Manufacturing and Supply Agreement (MSA) and Washwood Heath Depot (WWH). Provides input for depot lease and access agreements. Oversees development and delivery of Conventional Rail Network (CRN) depots to support HS2. Responsible for managing and mobilising the Train Service Agreement (TSA). Primary interface with the Operator and TMM on depot related matters and the role manages the transition of responsibilities from HS2 to the Operator and TMM.
Accountabilities:
- Lead the HS2, Operator, and TMM teams to ensure that the rolling stock and depot elements are in-place to support the dynamic testing, trial operations, and passenger service operation for all configuration states.
- Act as the client for the Washwood Heath Depot, ensure the depot can provide the servicing, cleaning, and maintenance to support the defined service needs of each configuration state, including in Schedule 29 of Manufacturing and Supply Agreement.
- Responsible for the rolling stock TSA (Train Services Agreement) contract, mobilisation of the TSA and the novation to the Operator.
- Establishing arrangements for the handover and use of assets from the MSA and WWH.
- Manage the fleet utilisation based on requirements of HS2 and Operator.
- Provide support for the maintenance arrangements of pre-accepted units, as agreed with the Rolling Stock Project team, or defined in the MSA.
- Provide the rolling stock and those defined depot input for the depot lease and access arrangements.
- Responsible for the development and delivery of the CRN depots project, ensuring the depots can support the delivery of HS2 services.
- Act as the primary interface with the Operator and the TMM on rolling stock and depot related matters.
- Lead the integrated team, including matrixed team members from the various directorates, as well as any supporting agency staff or consultants.
- Oversee the rolling stock and depot elements within the Operation Cost Baseline.
Skills:
- Influence infrastructure design and operational processes with end state operation in mind
- Ability to plan, implement and manage large, complex projects
- Ability to manage relationships with a range of stakeholders
- Able to balance end state requirements with need to minimise construction and operational cost
Knowledge:
- Knowledge of railway operations especially relating to rolling stock depot operations
- Understanding of Rail Vehicle Maintenance practices and principles
- Understanding of procurement, contract management , project and risk management principles
Type of experience:
- Introduction of new rolling stock to passenger service
- Rolling stock depot management
- Management of rolling stock maintenance contracts
