On behalf of The Home Office, we are looking for a Contract Manager - (Inside IR35) for a 12-month contract working on a remote basis and with an expectation of occasional attendance in the London office for monthly and quarterly meetings. Successful Candidate will be required to attend the office for initial training

ICTG Contract Manager (Mobilisation)
The Home Office is transitioning the Independent Child Trafficking Guardianship (ICTG) service from a grant-funded model to a contracted national service. This role is responsible for leading contract mobilisation, ensuring all contractual, operational, and workforce requirements are delivered to time and quality. The post holder will provide strong commercial oversight, assurance and delivery grip, ensuring the service is ready to operate effectively from day one.
As a Contract Manager - (Inside IR35), your main responsibilities will be:
Supplier Mobilisation & Delivery
- Own supplier mobilisation performance, holding supplier to account against contractual milestones, standards and timelines.
- Drive delivery across all mobilisation activity, maintaining grip on critical path, dependencies and risks.
- Scrutinise supplier plans and outputs to ensure full operational readiness for go-live.
- Take decisive action to address underperformance and recover delivery where required.
Commercial Oversight & Assurance
- Apply strong commercial control to ensure compliance, value for money and alignment with contractual terms.
- Identify and manage risks, ensuring issues are understood early and addressed effectively.
- Deliver assurance of supplier readiness through robust evidence and challenge.
- Provide clear, evidence-based recommendations on go/no-go decisions.
Operating Model & Stakeholder Alignment
- Establish effective supplier / authority ways of working, including governance, escalation and performance management.
- Set clear expectations on roles, responsibilities and behaviours from the outset.
- Work across policy, commercial, legal and operational stakeholders to ensure alignment and delivery confidence.
Transition to Live Service
- Ensure the service is fully operational, compliant and ready to perform from day one.
- Oversee a controlled transition into steady-state contract management.
- Secure effective handover of contract, performance and operational arrangements.
- Capture and apply lessons learned to strengthen future delivery
Essential:
- SC / CTC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance
- Proven ability to independently manage complex service contracts, including mobilisation and transition, driving outcomes in ambiguous environments.
- Excellent stakeholder engagement and communication skills, alongside a strong grasp of governance, risk, and assurance.
- Good Organisational skills
- Contract Governance and Risk Management experience
- Experience of Large-scale contracts
- Experience of Model Services Contract
- (CMCP) Practitioner
Desirable:
- Experience working in delivery-focused environments with competing priorities.
- Experience of working on victim focussed projects.
