Description & Requirements

On behalf of Homes England, we are looking for a Procurement Manager (Inside IR35) for a 9 month contract on a hybrid basis (London or Birmingham 2-3 days per week, Liverpool or Manchester also considered)

Role Purpose:

Provide specialist commercial and procurement expertise to support the re-procurement of the Cladding Safety Scheme's outsourced Service Administrator contract, covering both the digital platform and operational grant administration. Working with Homes England stakeholders, you will lead an end-to-end procurement process that ensures service continuity, value for money and compliance with UK public sector procurement regulations. The role will also review the current contract's performance and risks, helping to shape future delivery models and procurement strategy.


As a Procurement Manager, your main responsibilities will be:

  • Lead the end-to-end procurement and route-to-market process.
  • Review the existing contract's performance, commercial arrangements and risks.
  • Develop procurement strategies, service specifications and commercial frameworks.
  • Plan and undertake market engagement activities.
  • Produce compliant tender documentation, including evaluation criteria and contract terms.
  • Design appropriate pricing mechanisms and performance measures.
  • Identify and manage procurement and commercial risks.
  • Provide commercial advice and work closely with operational, legal and governance stakeholders.


Essential:

  • Significant experience leading complex public sector procurements.
  • Strong knowledge of UK public sector procurement legislation and best practice.
  • Experience procuring outsourced services and developing tender documentation.
  • Commercial expertise, including pricing models, evaluation methodologies and contract development.
  • Strong stakeholder management and influencing skills.
  • Excellent analytical, drafting and decision-making abilities.
  • Ability to manage risks and deliver high-quality outcomes within tight timescales


Desirable:

  • Experience within housing, regeneration, grant administration or similar sectors.
  • Knowledge of digital platforms or technology-enabled outsourced services.
  • Experience of contract mobilisation, supplier management and performance monitoring.
  • Relevant professional qualification or membership, such as CIPS.
