AMS PSR

On behalf of NHS Blood and Transplant, we are looking for a Senior Portfolio Analyst (Inside IR35) for a 6 Month contract based REMOTELY (ad hoc travel to nearest NHS BT hub).

As a Senior Portfolio Analyst, your main responsibilities will be:

• Lead portfolio governance and reporting to enable effective portfolio management, strategic decision-making, and organisational assurance across NHS Blood and Transplant.
• Design, implement, and maintain robust governance frameworks, reporting structures, and methodologies to ensure compliance, consistency, transparency, and continuous improvement.
• Oversee the collection, analysis, and presentation of high-quality portfolio data, including delivery confidence, benefits realisation, risks, issues, dependencies, and resource constraints, to inform senior leadership.
• Provide expert advice and assurance on governance, risk management, and change control, supporting the Assistant Director of Portfolio Management and portfolio-level decision-making.
• Build strong collaborative relationships with executive leaders, business units, PMOs, finance, and delivery teams; facilitate portfolio reviews, workshops, prioritisation, and investment decisions, including gateway reviews.
• Act as a portfolio management subject matter expert, maintaining and enhancing PPM tools, mentoring analysts and PMO staff, and promoting best practice to maximise value for patients and donors.

Essential:

• Strong organisational, leadership, and PMO expertise, including establishing, leading, and evolving PMO functions for complex or transformational programmes.
• Advanced communication, facilitation, and influencing skills, able to engage, align, and negotiate with stakeholders up to Executive and Board level.
• Excellent analytical and reporting capability, translating complex data into clear insights, dashboards, and reports for senior stakeholders.
• Robust governance and programme controls experience, including assurance reviews, reporting cycles, benefits realisation, and post‑implementation reviews.
• High emotional intelligence and people leadership.
• Strong technical and methodological foundation, with advanced MS Office (Project, Excel, Visio), Power BI, and deep knowledge of PRINCE2, P3O, and governance frameworks.
