Description & Requirements

On behalf of The Home Office, we are looking for a Commercial Specialist (Inside IR35) for a 12 month contract based remotely in London. This role requires need be basis to go into office.

The Home Office covers three systems Homeland Security, Public Safety and Borders, and Immigration and Citizenship. These systems work collaboratively to deliver our cross-cutting priorities, whilst providing increasingly efficient and secure services for the public. These are difficult areas that can rapidly change in the global environment we work in – this makes us one of the most exciting and stimulating government departments in which to work.


As a Commercial Specialist, your main responsibilities will be:


  • Leading a multimillion‑pound, high‑value procurement
  • Running the full end‑to‑end public procurement process in line with UK regulations
  • Designing and executing procurements via Crown Commercial Service (CCS) frameworks
  • Owning requirements gathering, shaping specifications and commercial strategy with stakeholders
  • Drafting and issuing tender documentation
  • Managing tender clarification, receipt, evaluation, moderation and contract award
  • Accountable for delivery quality, pace and compliance
  • Engaging and managing customers, senior stakeholders and potential suppliers throughout the process
  • Ensuring robust governance, auditability and defensibility of all commercial decisions


Essential:

  • Demonstrable experience running end‑to‑end public sector procurements
  • Strong knowledge of UK public procurement regulations and governance requirements
  • Hands‑on expertise using CCS frameworks for complex, high‑value competitions
  • Ability to manage multimillion‑pound managed service procurements
  • Proven capability to work autonomously
  • Excellent attention to detail, ensuring compliant, accurate and defensible outcomes
  • Strong stakeholder and supplier management skills at senior level
  • Solid contract drafting, evaluation and award experience
  • Confident commercial judgement and risk management



Desirable

  • Experience setting up new procurement mechanisms or replacing incumbent contracts
  • Experience with Jaggaer system
  • MCIPS qualification
