On behalf of Electoral Commission, we are looking for a Regulations Enforcement Manager (Inside IR35) for an initial 6 months contract based hybrid either in Edinburgh, Cardiff or Belfast.
As a Regulations Enforcement Manager, your main responsibilities will be:
- Leading and guiding Enforcement, overseeing investigations and decision‑making to deliver timely, proportionate and legally robust compliance with electoral law.
- Developing and supporting Enforcement staff to build capability, resilience and a culture of continuous improvement.
- Providing senior oversight of investigations, approving plans and ensuring robust, consistent approaches.
- Leading the development and continuous improvement of enforcement policies, systems and processes, embedding learning from casework.
- Driving insight on enforcement performance and trends, shaping directorate and cross‑Commission activity.
Essential:
- Demonstrated experience leading and developing high‑performing teams.
- Experience analysing allegations and identifying practical, legally robust options to resolve investigations.
- Significant experience assessing complaints, investigating alleged breaches of legislation and recommending proportionate enforcement action.
- Extensive experience operating within and applying regulatory frameworks, including interpreting and applying legislation.
- Excellent written and verbal communication skills, including producing reports with defensible conclusions that withstand scrutiny.
Desirable:
- Understanding of the work of the Electoral Commission and the legislative framework it administers.
