Description & Requirements

On behalf of DWP, we are looking for a Commercial Lead - Inside IR35 for a contract until 31st march 2027 working on a Hybrid basis (3 days per week in Leeds or Manchester office and remaining WFH)


The Department for Work and Pensions (DWP) is responsible for welfare, pensions, and child maintenance policy.   • Provide effective, efficient, and innovative services to the millions of claimants who rely on us every day, including the most vulnerable in society
  • Improve experience of our services while maximising value for money for the taxpayer.


About the role:

Strategic Programme – Resource Requirement (Digital Programme Support)

We are supporting a strategic programme focused on digital delivery and contingent labour, within Corporate Services.


This is not a technical or digital specialist role – we are not seeking IT or hands-on digital practitioners. Instead, the requirement is for a strategic-level resource to support and enable delivery of the digital programme.


The main duties and responsibilities of the Commercial Lead will be:

  • Buying in a CL (contingent labour) resource to support the strategic digital programme
  • Operating at a corporate / programme level, rather than delivery of digital products
  • Strong emphasis on strategy, governance, assurance, and stakeholder engagement
  • Stakeholder management across a complex, cross-functional group
  • Liaising with stakeholders at all levels, from Directors and senior leaders through to operational teams
  • Strategic oversight and coordination of programme activity within Corporate Services
  • Leading or supporting a delivery model assessment at a strategic level (essential)
  • Ensuring clear alignment with programme objectives, governance, and assurance requirements


Important Clarifications:

  • This is not a digital delivery or technical role
  • The emphasis is on strategic programme support, governance, and stakeholder leadership
  • Delivery model assessment experience at a strategic level is essential


Essential:

  • Strong experience of HMT Green Book business cases - Candidates must demonstrate clear understanding and prior, hands on application
  • PA2023 experience - This must be explicit and evidenced within previous roles
  • Proven ability to operate in highly visible, assurance focused environments
  • Experience working within large, complex public sector programmes
  • Confidence influencing, advising, and constructively challenging senior stakeholders
  • Programme procurement and/or programme management experience
  • End to end procurement expertise
  • Senior stakeholder management across complex, cross functional environments
  • Strong experience working with CCS frameworks


Desirable Experience & Qualifications:

  • Experience managing or planning large scale programme procurements
  • MCIPS qualification
  • Experience using the Atamis system
