Description & Requirements

On behalf of The Home Office we are looking for Commercial Lead (Inside IR35) for a 6 month contract based remotely (occasional attendance in Manchester, may be required)

 The Home Office covers three systems: Homeland Security, Public Safety and Borders, and Immigration and Citizenship. These systems work collaboratively to deliver our cross-cutting priorities, whilst providing increasingly efficient and secure services for the public. These are difficult areas that can rapidly change in the global environment we work in – this makes us one of the most exciting and stimulating government departments in which to work.

 

As a Commercial Manager your main responsibilities will be: 

  • Procurement Project Delivery: Deliver procurement activity for the Border Force Procurement Team in compliance with Public Sector Procurement Regulations. 
  • Market Engagement, Insight and Analysis: Engage with the marketplace and other stakeholders to maintain up to date information on market capabilities and innovations. Prepare and communicate market intelligence to customers and senior managers, using this insight to inform the commercial strategy.
  • Stakeholder management: work collaboratively with internal and external stakeholders to develop clear requirements and deliver procurement activity. Collaborate with commercial colleagues from within the team and across the Commercial Directorate to draw on their knowledge and expertise. Engage with other Home Office areas who are procuring similar goods or services.
  • Commercial Strategy: Develop the commercial section of the project business cases and lead the business case commercial approval steps, including submitting all papers to and seeking approval from the Commercial Assurance Board.
  • Pipeline: Work with the Border Force Procurement Team members to maintain a clear pipeline of commercial requirements and ensure that there are adequately resourced. 
  • Commercial Data and Governance: Ensure up to date commercial and project records are accurate and maintained on Home Office systems including Atamis, SharePoint and Contracts Finder (where necessary). 
  • Project Governance: Maintain and contribute towards the identification and management of project risks and issue.  Attend project related boards acting as the Commercial lead for the relevant projects. Provide regular direct reports to line management, escalating risks and issues where appropriate.
  • Commercial Capability: Engage and deliver commercial upskilling to the Border Force business area by engaging stakeholders over a range of activities, including, but not limited to, procurement process training, delivering commercial awareness sessions, encouraging colleagues to undertake CMCP Foundation training (where needed) and ensuring commercial engagement at every step of the process.

 

Essential: 

  • Proven experience leading end-to-end procurement activity within the public sector, ensuring compliance with procurement regulations and delivering best value for public money
  • Ability to assess complex operational requirements (e.g. technology, security, radar or maritime needs) and translate them into effective commercial strategies and contracts
  • Experience guiding procurements from early market engagement through to contract award, including supplier engagement and route-to-market decisions (e.g. frameworks such as CCS, MOD or Home Office)
  • Strong stakeholder management skills, with the ability to influence, challenge and collaborate across a wide range of internal and external partners
  • Demonstrated ability to plan and manage a pipeline of procurements, balancing multiple priorities while ensuring appropriate resourcing and delivery
  • Experience managing commercial governance, risk and assurance processes, including contributing to business cases and approvals
  • Strong working knowledge of procurement systems (particularly Jaggaer/Jagger), with the ability to manage day-to-day commercial activity effectively
  • Experience maintaining accurate commercial data and records across systems and ensuring compliance with governance requirements
  • Ability to provide commercial leadership on projects, including reporting, risk escalation and representing the commercial function at boards
  • Experience in market analysis and using commercial insight to shape procurement approaches and strategies

 

Desirable: 

  • Experience buying technology, security or specialist operational equipment (e.g. radar systems) 
  • Knowledge of maritime environments or Border Force/operational contexts 
  • Experience working with MOD, Home Office or CCS frameworks
  • Experience coaching, influencing and upskilling colleagues to embed commercial awareness and capability 
  • Relevant commercial accreditation (e.g. PA23 or equivalent) 

 

Please be aware that this role can only be worked within the UK and not Overseas.
