On behalf of the MOD, we are looking for a Commercial Manager - (Inside IR35) for a 6-month contract working on a hybrid basis and with an expectation of1 - 2 days attendance (flexible) in one of Andover, Glasgow, Wyton and Whittington offices
The Ministry of Defence (MOD) is a central government department with a mission to protect our country and provide the ultimate guarantee of its security and independence, as well as helping to protect its values and interests abroad.

To do this the MOD has an annual budget of almost £53 billion and a workforce comprising 197,000 people. of which 54,000 are civilians working for the UK MOD.
The work really matters; the MOD offers a range of engaging roles which have a direct impact on the quality of services they provide, in many locations across the UK. We support teams working in HR, Primary Health Care, Corporate Services, and many others.
The MOD operates Permanent Joint Operational Bases (PJOBS) in the Falkland and Ascension Islands which collectively form British Forces South Atlantic Islands (BFSAI). The BFSAI estate provides regional critical defence capability. The current PJOBS infrastructure and facilities management contracts which maintain the estate ensure compliance to mandatory, regulatory and MOD standards providing vital life support services in these very remote locations.
The Facility Management (FM) services for BFSAI are currently delivered through several contractual arrangements which are due to expire in April 2027. In the Falkland Islands, FM services are split into two major contracts: a Hard FM service contract and a Soft FM service contract. In Ascension Island, there is a single Total FM contract delivering the services.
The procurement of the programmed Total FM services to BFSAI which was to replace the incumbent contracts was formally abandoned by the MOD in November 2025. Consequently, the MOD is required to stand up both the re-procurement of the long-term solution for FM in BFSAI and negotiate interim contract(s) to allow sufficient time for the new competition for the future services to be undertaken. The interim direct award contracts with the incumbents will ensure continuity of FM service delivery with no gaps in provision. Non-FM requirements that were expected to be met by new total FM contract will continue to be delivered by military personnel or via new individual short-term contract(s), to be procured separately.
These interim contracts need to be in place and operating by April 27 when the current contracts will naturally expire. As such we are seeking commercial professionals who can join the Defence Infrastructure Organisation PJOBS commercial team for a period (6 and 12 months) to facilitate the commercial delivery of the interim contract(s) to sustain critical FM services for BFSAI.
As a Commercial Manager - (Inside IR35), your main responsibilities will be:
- Finalisation of the Commercial Strategy
- Drawing together the Statement of Requirement (SoR) and contract documents together ensuring these are aligned and coherent
- Develop and execute a dialogue strategy and plan for each Industry Partner per contract
- Support finance/quantity surveyors in the development of pricing schedules to support the delivery of the requirements (fixed, variable)
- Support finance/quantity surveyors in the development of pricing schedules based on ‘QDC like’ terms, including bottom-up costs, and allowable cost methodology
- Facilitate the page turn and red team review of the full set of contract documents
- Draw together the evaluation strategy and evaluation criteria (ensuring the golden thread from the user requirements)
- Develop the performance management regime, and contract management plan (ensuring the golden thread from the user requirements)
- Create the ITN packs
- Execute the issue of the ITN’s, manage the clarifications and evaluation process (including supporting the allowable cost assessment)
- Develop negotiation strategies and manage negotiation period for each contract
- Support the input and development of the evidence for the Information Note (and other required approvals boards)

- SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance
