On behalf of HM Land Registry, we are looking for a Senior Finance Operations Manager (Inside IR35) for a 6 months contract based 60% in Croydon, Durham, Plymouth, Swansea or Weymouth

Reporting to the Financial Controller, this role is key to supporting sound business decision making. You will have the opportunity to apply your financial skills flexibly in a challenging and changing business environment, playing a lead role in driving forward change and gaining a range of experience in return.
To lead the provision of finance and accountancy services, including provision of accurate and timely financial information for decision-making, production of high-quality, timely monthly and yearly accounts, alongside maintenance of sound financial controls.
To be a key member of Finance Group’s Senior Management Team, working closely with Finance Business Partners and other colleagues in business functions.
As a Senior Finance Operations Manager, your main responsibilities will be:
- Leading the annual planning process, working with Strategy colleagues and Finance Business Partners to ensure a single coherent approach to standard setting, business planning and budget setting, including ensuring appropriate financial delegations and controls to ensure consistent and rigorous deployment across HM Land Registry.
- Contributing to the preparation of monthly management accounts and leading the quarterly forecasting exercises, liaising with the Finance Business Partners in challenging the business.
- Manage the production of high quality, compliant annual financial statements and Whole of Government Accounts (WGA) and other government returns.
- Advising on issues relating to the application of Government Financial Reporting Manual (FReM), International Financial Reporting Standards (IFRS), Consolidated Budgeting Guidance (CBG) and Managing Public Money (MPM).
- Lead responsibility for all aspects of the General Ledger, including chart of accounts, cash & banking, VAT, Fixed Asset register, reconciliations, Income, Accounts Payable and Accounts Receivables.
- Prepare and review papers for Audit and Risk Assurance Committee and Board.
- Prepare and present accounting treatment and judgement papers to ensure robust processes are in place to ensure quality of the underlying figures.
Essential:
- Qualified CCAB or equivalent
- Accounts production experience
- Financial governance experience
- Strong at managing teams – especially WFH teams that are spread out
- Accounts/Audits/governance
Desirable:
- Oracle fusion
