On behalf of DEFRA Marine Management Organisation, we are looking for a Change and Transformation Lead Inside IR35 for a 9 months contract based 2 days a week in either Newcastle, York, Preston or Bristol

As a Change and Transformation Lead, your main responsibilities will be to

• Lead development of a clear organisational vision for service‑led working.
• Identify organisational, cultural and capability needs arising from TOM and service‑led changes.
• Work with HR, P&C and corporate functions to understand role, capability and structural impacts
• Lead organisational readiness planning for TOM‑related and service‑led ways of working
• Input into TOM design based on Beacon and Public Digital learning.
• Support mobilisation of MPLP and FES beacon teams
• Embedded service‑led ways of working in MPLP and FES and pathway for scaling

Essential:

• Significant experience leading the delivery of complex organisational, service or operational change at scale.
• Proven track record of end‑to‑end delivery ownership, translating strategic objectives into implemented outcomes.
• Experience of working at pace with senior leaders, influencing decision‑making and providing clear delivery assurance.
• Demonstrable experience of managing external suppliers or partners, including performance management and challenge.
• Experience of leading people‑based change, embedding new ways of working into business‑as‑usual environments

Desirable:

• Experience enabling or implementing service‑led, user‑focused or operating model change.
• Experience in a public sector, arm’s length body or regulated environment.
• Experience acting as Senior Responsible Owner (SRO) or equivalent accountability role.
