Description & Requirements

On behalf of The Ministry of Justice, we are looking for a Project Finance Analyst (Inside IR35) for a 12 month hybrid contract based out of any MOJ location, 1 day per week.


The Ministry of Justice (MoJ) priorities include improving public safety and reducing reoffending by reforming prisons, probation and youth justice, and building a justice system which makes access to justice swifter and more certain for all citizens whatever their background. Project professionals in the MoJ help to improve the government’s ability to protect the public and reduce reoffending, and to provide a more effective, transparent and responsive criminal justice system for victims and the public.


As a Project Finance Analyst, your main responsibilities will be:


  • Shape major investments: Lead the financial side of the Five Case Model, creating clear, compelling business cases that ensure value for money and affordability.
  • Build smart financial models: Design and maintain models that forecast costs, benefits, and cash flows throughout the project lifecycle
  • Own programme accounts: Track budgets, monitor spend, manage variances, and oversee complex accruals for large-scale projects
  • Support commercial decisions: Bring financial expertise to procurement and negotiations, assessing bids and long-term contract viability
  • Connect with stakeholders: Act as the go-to link between Finance and delivery teams, turning data into actionable insights.
  • Report with impact: Translate complex financial positions into concise, clear briefings and dashboards for senior leaders.


Essential:


  • Financial know-how: You’ve managed accounts for big, multi-year projects and know how to keep things on track in complex organisations.
  • Excel wizardry: Advanced skills in Excel (and tools like VBA or Power Query) with a knack for building clear, reliable financial models.
  • Business case expertise: You can craft compelling financial cases for investment, ideally in the public sector or other regulated environments.
  • Commercial savvy: Comfortable working on commercial projects, with a solid understanding of contract management and procurement finance.
  • Decision-making skills: Able to analyse complex data and turn it into smart, well-reasoned recommendations.
  • Great communicator: You can explain financial concepts in plain English and influence stakeholders with confidence.
  • Thrives under pressure: Organised, adaptable, and ready to deliver at pace when deadlines are tight.
  • Professional qualification: Ideally, you’re CCAB (CIPFA, ACCA, ICAEW) or CIMA qualified or part-qualified. If not, equivalent significant experience in a high-level financial analysis role is just as valuable.
