Description & Requirements

On behalf of The Ministry of Justice, we are looking for a Capability and Training Analyst (Inside IR35) for a 3 Months contract based REMOTELY 


The Ministry of Justice (MoJ) priorities include improving public safety and reducing reoffending by reforming prisons, probation and youth justice, and building a justice system which makes access to justice swifter and more certain for all citizens whatever their background. Project professionals in the MoJ help to improve the government’s ability to protect the public and reduce reoffending, and to provide a more effective, transparent and responsive criminal justice system for victims and the public.


As a Capability and Training Analyst your main responsibilities will be:


  • Lead stakeholder engagement with a wide range of internal and external stakeholders to gather insights on previous approaches and future needs.
  • Analyse evidence and data to inform the design of a Capability Needs Analysis framework.
  • Draft a Capability Needs approach document, including:
  • Guidance for prisons on capturing and articulating staff capability needs.
  • Development of templates for annual capability needs reporting.
  • Design a Capability Plan template that:
  • Incorporates multiple grades and roles.
  • Suggests practical delivery options (e.g., staff release strategies, training day scheduling).
  • Propose a quarterly reporting mechanism to monitor progress and outcomes.
  • Ensure the approach streamlines existing processes, reducing duplication and creating a single, coherent plan for prisons.

  • Strong communication and influencing skills, with the ability to engage stakeholders at all levels.
  • Proven ability to analyse complex information and evidence to inform decision-making.
  • Experience in HR, workforce development, or learning and development.
  • Highly organised, able to manage competing priorities and deliver to deadlines.
  • Ability to work collaboratively and contribute to shared objectives.
  • Implementation of Training plans
  • Strong Stakeholder Engagement skills


Desirable:


  • Knowledge of AI Training Delivery
