Description & Requirements

We are looking for a Commercial Lead - Technology Hardware - (Inside IR35) for a 6-month contract working on a hybrid basis and with an expectation of 2 days attendance in the London or Norwich offices


This interim role's primary purpose is to support and deliver key hardware technology commercial projects during a busy period, working closely with members of the Hardware Infrastructure and End User Devices category team 


End User Device (EUD) Consolidated Contract

Strategy and Business Case Development: Leading on the creation of an HMT Green Book-compliant, 5-case model business case for a long-term strategic contract that consolidates End User Device (EUD) requirements across Government.


Commercial Analysis: Completing comprehensive commercial analysis across a range of customer and market data sources (e.g., pricing and usage reviews) to inform the commercial strategy and business case.

Commercial Benefits Realisation: Calculating the project's commercial benefits and Return on Investment (ROI) and developing compelling aggregation case studies.


Governance and Reporting: Contributing towards Board papers and reporting on project progress to the SRO and stakeholders.

Risk Management: Identifying and mitigating project risks and issues to ensure successful delivery.


As a Commercial Lead - Technology Hardware - (Inside IR35) , your main responsibilities will be:


Pre-Market Engagement & Strategy Support to develop the next Technology Products and Services Framework Agreement (TePAS3)


Framework Development Support: Providing support, analysis, and research to inform the strategic planning phase, and contributing towards the development of the Outline Business Case (OBC) due for completion by mid-March. Further support post-OBC to prepare for the tender phase.


Pre-Market Engagement: Working with the category team to deliver pre-market engagement sessions with a range of customers, suppliers and stakeholders. Analysing the outcomes from the engagement sessions, preparing the analysis reports and reflecting the findings in the commercial strategy and business case.


General Support: Assisting with other ad-hoc commercial tasks as required. This will include preparing commercial information and documentation required to enter into strategic agreements with key Hardware suppliers to Government.


Essential:

  • Broad Leadership Experience: The contractor should have experience leading and managing both strategic and operational commercial and procurement projects. The contractor should have strong people leadership skills to enable a cross functional group of colleagues to successfully deliver a complex project.


  • Business Case Development: The role requires prior experience of drafting complex public sector business cases in accordance with HMT guidance.


  • Strong Communication and Collaboration: The contractor should be an excellent communicator with strong interpersonal, collaboration and influencing skills. They should be skilled at managing and overcoming resistance to change and be adept at conflict resolution.


  • Commercial ExpertiseA strong track record of delivering large scale, complex procurements and commercial strategies in a public sector technology environment.


  • Mentorship and Coaching Skills: Experience of developing colleagues and leading multi-disciplinary teams to successfully deliver without line management authority.


  • Strategic Thinking with Operational Awareness: The role balances strategic thinking combined with a pragmatic grasp of operational realities. The contractor should be comfortable switching between strategy development (e.g. designing a commercial strategy and drafting a strategic business case) and operational tasks (e.g. developing tender documents and running market engagement events).


  • Adaptability and Resilience: The contractor must be adaptable, resilient under pressure, and proactive. Able to make decisions when faced with conflicting views and information.


Desirable:

  • Hardware Technology Category: Experience of designing and/or delivering procurement strategies for the Hardware category, such as end user devices and other technology hardware products


  • Experience of using Jaggaer


  • Knowledge of technology
