Description & Requirements

On behalf of The Home Office, we are looking for a Senior Commercial Officer - (Inside IR35) for a 12-month contract working on a hybrid basis and with an expectation of 3 days attendance in the London office

The Home Office covers three systems Homeland Security, Public Safety and Borders, and Immigration and Citizenship. These systems work collaboratively to deliver our cross-cutting priorities, whilst providing increasingly efficient and secure services for the public. These are difficult areas that can rapidly change in the global environment we work in – this makes us one of the most exciting and stimulating government departments in which to work.


As a Senior Commercial Officer - (Inside IR35), the main description will be:

HO enterprise services commercial team, in which this role will sit, supports DSA and QAT with procurement/re-procurement of services in support of the areas set out below, along with contract management.


The current CS SEO resource covering this role has requested a managed move for career development. Replacement candidates put forward from recent SEO recruitments and CVs from other civil servants requesting a development move have been reviewed, but none have been identified that fit the essential criteria. An EOI will also be issued to identify interested individuals across CD (in parallel to this CL Request), and a further SEO recruitment exercise may produce an appropriate permanent CS for this role during 2026. However, in the meantime a temporary resource is required.


Data Services and Analytics (DSA) is part of HO Digital. DSA’s current suite of Contracts provides the raw material from which all DSA Data products are built. DSA, using these products, provide data analytics services for Border Force to manage risk at the Borders (Cerberus/HO Intelligence), for Immigration Enforcement to undertake interventions, and for National Security agencies to prevent acts of terrorism and respond to emerging threats. The products are also used to increase productivity across UK Visas & Immigration and Immigration Enforcement through automated triage of case-working for those units.


Every day, DSA receives, processes, ingests, transforms and exploits between 50 and 80 million records from a combination of over 400 unique sources. This includes data regarding border movements for people and freight, suspicious activity reports under the Poisons Act, flight schedules, crime reports, casework updates, and many more nationally critical decisions.


The Quality Assurance and Testing (QAT) team help ensure HO Digital products and technology services are delivered to meet user needs and associated policies and regulations. As a HO Digital shared service, QAT support the product teams by preventing bugs and other issues from disrupting live operations for the critical services that DDaT provides. They continuously test products as part of quality assurance to make sure they are:

consistently meeting user needs and technical standards are accessible, resilient, secure and work quickly, regardless of how many users are accessing them can be iterated rapidly to meet evolving user needs.


The resource will support implementation the £350m procurement to place two large contracts that will consolidate several current DSA contracts. The contract award is expected in March 2026 followed by substantial transition and exit activity through 2026.


For QAT the resources will support the procurement of two new contracts that need to be completed by June 2026 and ensure a procurement strategy for several other procurement is completed during the same period.


Contract for 12 months on the bases of the procurement and contract transition activity described above and to allow for transition and KT between this resource and any permanent resource that will replace them. Should permanent resources become available sooner, then the end date will be reviewed.

  • SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance


Essential:

  • Experience of working in a Public Sector Commercial environment
  • Experience of running procurements /contracts
  • Digital background
  • Experience of using CCS frameworks
  • End to end procurement experience
  • Stakeholder management experience


Desirable:

  • CIPS
  • High Value procurement experience
  • Experience of using Jaggaer
