On behalf of Network Rail, we are looking for a Consents Manager for a 6 Month hybrid contract based in London.

As a Consents Manager, your main responsibilities will be to:
- Set the strategic direction for consents and environmental assessments, embedding requirements early in project development.
- Develop multi-disciplinary consenting strategies, integrating land, planning, and environmental considerations, and advise on optimal consent routes (TWAO, DCO, Hybrid Bill).
- Create and deliver procurement strategies for specialist suppliers, leading tendering and contract award processes.
- Implement assurance regimes to ensure compliance with statutory obligations, governance, and the PACE Framework, reporting on risk, cost, time, and quality.
- Lead stakeholder engagement strategies, representing the organisation in consultations, hearings, and public forums to build trust and secure buy-in.
- Manage the full lifecycle of consent applications, from submission and negotiation to discharge of conditions.
Essential:
- A Degree in a relevant discipline, or equivalent experience and chartered Membership of a relevant professional institution.
- Experience of preparation of Transport and Works Act Orders and good working knowledge and understanding of the development consent framework within which the railway operates, including: Land and Property, Town Planning, etc.
- Experience of developing and delivering complex consents programme for major projects.
- A good understanding and experience of public consultation and stakeholder engagement.
- Thorough understanding of environmental consents and assessments gained through first-hand experience of advising and/or leading Environmental Impact Assessment, Habitat Regulations Assessment and/or similar environmental processes/consents.
- Demonstrable skills in initiating and building positive working relationships with customers, their team and stakeholders.
