On behalf of The Insolvency Service, we are looking for a Financial Control Accountant Inside IR35 for a 6 month contract based Hybrid working (3 days per week in Cardiff or Manchester office and remaining WFH)

Role purpose:

We are seeking to recruit a qualified Financial Control Accountant in our Finance, Commercial, Sustainability and Property directorate. This exciting role sits within the Financial Control Team, who work to support the Agency's Finance Director and Accounting officer, with live issues or review of Agency policy or procedure.


This Financial Control Accountant role is a great opportunity to help improve and assure financial health of the Insolvency Service, ensuring that Finance and operational teams can work efficiently and safely to deliver great service to the public.


The role will report to the Head of Financial Control within the Core Finance team and will work closely with other functional areas within Finance, the wider Agency and cross Government, requiring you to build a network of contacts to understand, improve and assure finance governance and processes.


The role will focus on financial compliance, control and procedure to ensure the Agency is meeting the required standards set out in Managing Public Money and Government Functional Standards, to support the creation of the Agency’s Annual Report & Accounts and White Paper Accounts.


The main duties and responsibilities of the Financial Control Accountant would be:

  • Working closely with Agency stakeholders on 3 high profile areas of work, due to be audited for the 2025/26 Financial Year.
  • Obtaining evidence and assurance, whilst simultaneously driving change to address key issues.
  • Undertake a fundamental review of the Agency’s disclosures, to find a balance of concise but informative narrative and information for stakeholders.


Essential:

  • Strong understanding of International Financial Reporting Standards.
  • Familiarity with HM Treasury guidance such as Managing Public Money and Government accounting requirements set by the Financial Reporting Manual.
  • Experience developing or reviewing accounting policies and disclosures within financial statements.
  • Strong analytical and problem-solving skills, with attention to detail.
  • The ability to work collaboratively within finance teams and operational business areas.
  • Good written and verbal communication skills, confidently and clearly explain technical or complex accounting matters in plain English.
  • Holds a recognised Professional Accountancy qualification, such as ACA, ACCA, CIPFA, CIMA;
  • Experience in supporting and responding to external audits of financial statements.
