Description & Requirements

On behalf of Crown Commercial Services, we are looking for a Commercial Manager Inside IR35 for a 2 month contract (possible extension) based Hybrid working (2 days per week in any CCS office and remaining WFH)


Crown Commercial Services (CCS) is the largest public procurement organisation in the UK.


As a trading fund and executive agency of the Cabinet Office, we implement procurement policy on behalf of the government.

The main duties and responsibilities of the Commercial Manger would be to:

  • Effective collaboration with Strategic Category colleagues and other key stakeholders to support the development both of Category Strategies and of future commercial agreements based on customer and market insights
  • Maintain effective management of Commercials Agreements over their lifecycle, to meet and exceed personal and team targets
  • Manage commercial agreements through launch, maintain, performance and expiry (re)new procurement stages of their lifecycle in line with CCS standard ways of operating (SOPs)
  • Manage the delivery of procurement/sourcing projects to quality and time, across the category in line with the agreed commercial pipeline
  • Liaise with customers (users of the Commercial Agreements) and stakeholders both within Central Government and the Wider Public Sector to establish, and enact, appropriate retention and growth of spend through the Commercial Agreements
  • Present at stakeholder forums and events and provide sound and creative commercial advice on CCS routes to market. Promote the service portfolio provided
  • Meet or exceed target of centrally managed spend through commercial agreements
  • Identify and implement commercial benefits (savings), optimization and demand management opportunities
  • Manage suppliers on Commercial Agreements and support SRM initiatives accordingly; including supplier plans for growth, conducting supplier reviews of sales, compliance to the Terms and Conditions and relevant Key Performance Indicators
  • Prepare documents (e.g. specifications, award criteria, pricing models) ready for sourcing colleagues to go to market for new/renewed Commercial Agreements
  • Deliver added value by having a deep understanding of category, portfolio of products, customer and suppliers’ drivers
  • Review, interrogate and critically analyse data to identify initiatives that could deliver value, support the effective management of Commercial Agreements and suppliers


Experience:

  • Experience of carrying out procurements using a wide range of different routes to market
  • Experience of managing procurement across the entire commercial lifecycle, including contract and supplier management.
  • Recent experience delivering procurements under PA2023 and PCR2015 or PCR2023
  • CIPS/MCIPs or relevant commercial qualification/experience
  • Experience of management of complex/high value contracts and procurements.
  • Excellent Stakeholder management skills with evidence of influencing key stakeholders towards commercial solutions.
  • Evidence of leading and securing value for money
