On behalf of The Ministry of Justice, we are looking for a Lead Procurement/Commercial Manager (Inside IR35) for a 6 months contract based Hybrid - 1 to 2 days a week in London, Leeds or Manchester
The Ministry of Justice (MoJ) priorities include improving public safety and reducing reoffending by reforming prisons, probation and youth justice, and building a justice system which makes access to justice swifter and more certain for all citizens whatever their background. Project professionals in the MoJ help to improve the government’s ability to protect the public and reduce reoffending, and to provide a more effective, transparent and responsive criminal justice system for victims and the public.
This role sits within the Commercial Property team and contributes directly to the high-profile Property Transformation Programme (PTP). PTP is one of the department’s largest procurement initiatives, focused on delivering new Facilities Management contracts for the publicly operated prison and probation estate.
As a Lead Procurement/Commercial Manager, you will lead the delivery of a complex procurement within a multi-disciplinary programme team. You’ll work closely with stakeholders across MoJ, Cabinet Office, Crown Commercial Service, and industry partners to secure best-value outcomes and ensure alignment with the MoJ Delivery Plan and Commercial Strategy.
As a Lead Procurement/Commercial Manager, your main responsibilities will be:
- Lead and manage the full procurement lifecycle alongside other Senior Commercial Managers, including:
- Managing procurement timelines and milestones
- Planning and supporting supplier negotiations
- Leading evaluation and moderation processes
- Contributing to Full Business Case (FBC) development
- Supporting award recommendations and contract implementation
- Ensure contracts deliver value for money and meet strategic objectives.
- Provide expert commercial advice to internal stakeholders.
- Operate in full compliance with public sector procurement regulations, Cabinet Office guidance, and MoJ governance frameworks.
Essential:
- Proven experience in commercial and procurement, with a strong grasp of end-to-end procurement processes
- Solid understanding of public sector procurement principles and legislation
- Proven experience in moderating complex tender evaluation.
- Strong stakeholder engagement and relationship management skills
- Demonstrated ability to work collaboratively and deliver results under pressure
- Effective risk management and mitigation capabilities
- Excellent written and verbal communication skills, with the ability to advise senior leaders
- Proficiency in Microsoft Office tools (Outlook, Word, Teams, Excel)
- Strong analytical skills and ability to present data clearly and effectively
