Description & Requirements

On behalf of The Ministry of Justice, we are looking for a Commercial Manager - (Inside IR35) for a 7 - month contract working on a hybrid basis and with an expectation of 1 or 2 days per week in the London or Leeds office


The Ministry of Justice (MoJ) priorities include improving public safety and reducing reoffending by reforming prisons, probation and youth justice, and building a justice system which makes access to justice swifter and more certain for all citizens whatever their background. Project professionals in the MoJ help to improve the government’s ability to protect the public and reduce reoffending, and to provide a more effective, transparent and responsive criminal justice system for victims and the public.


In this role you will contribute to delivering commercial excellence for the department, providing a customer focused service, understanding the business need and stakeholder drivers, with the aim of becoming a trusted commercial advisor. You will also develop relationships with the department’s key and strategic suppliers, driving ‘value for money’ and risk management excellence across the category. You will lead and own elements of the overall commercial lifecycle, including strategy and policy development, understanding needs and sourcing options, contract and supplier management and the procurement process itself.


You will work both independently and part of a larger team by drawing on your commercial experience to drive performance and manage setbacks. You will be able to prioritise and manage your own workload to deliver to deadlines, mitigate and escalate any emerging risks and to respond swiftly to changing operational demands


As a Commercial Manager - (Inside IR35) your main responsibilities will be:

  • Strategic Delivery and Management: Develop and maintain category plans, forecast and plan requirements, and feed into the department's commercial strategy.
  • Sourcing and Procurement: Lead end-to-end strategic sourcing, advise on sourcing models, negotiate with third parties, and ensure compliance.
  • Contract and Supplier Management: Evaluate supplier performance, manage medium to high complexity contracts, and mitigate commercial risks. 
  • Relationship Building: Develop effective working relationships with suppliers and provide commercial advice to stakeholders.
  • Department Development: Champion procurement best practices, update systems, manage catalogues, and build capability of new starters.
  • Additional Responsibilities: Provide guidance to junior team members and work on sensitive projects within a secure environment.


Essential:

  • Commercial Expertise: Experienced in procurement, commercial lifecycle management, sourcing methodologies, commercial law, and securing 'value for money'.
  • Risk and Ethics Management: Capable of managing cyber, personnel, and physical risks, and upholding commercial ethics to prevent corruption and fraud.
  • Teamwork and Relationship Building: Effective team player with strong communication skills, establishing governance and relationships, and knowledgeable in PCR 2015.


Desirable:

  • Proficient with systems like Oracle and Jaggaer (Bravo)
  • Public sector expertise, including education procurement and knowledge of the Procurement Act 2023
  • MCIPS/CIPS qualifications or willingness to work towards them
