Description & Requirements

On behalf of the CPS, we are looking for a Head of Financial Reporting (InsideIR35) for a 4 Month contract.

Hybrid - 2 days per week in office & the rest WFH. London or any CPS office.


The CPS prosecutes criminal cases that have been investigated by the police and other investigative organisations in England and Wales. The CPS is independent, and they make their decisions independently of the police and government.

SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.


As a Head of Financial Reporting, your main responsibilities:

  • You will ensure that CPS’s accounts comply with International Financial Reporting Standards, the FreM and other relevant Government guidance documents.
  • You will manage the production, including appropriate management review and escalation where necessary of the annual report and accounts, including the narrative sections of the document, as well as the financial statements.
  • You will liaise with external audit over the audit period to ensure a smooth progression of the ARA to meet the laying timetable.
  • You will analyse current processes to identify and implement ways to improve processes and financial control.
  • You will act as acting as a subject expert, providing technical accounting advice in line with IFRS and the financial reporting manual (FReM) and other relevant Government guidance documents and represent finance internally and externally as required.
  • You will motivate people, encouraging and helping them to learn, develop and achieve their best and, where appropriate, advising and supporting them on their projects.
  • You will advise the senior team on corporate financial, performance and risk issues and deputise for the Financial Controller on matters relating to financial accounting and reporting.


Essential:

  • Experience of managing the production of an Annual Report and Accounts and managing audit.
  • Ability to understand complex financial reporting issues, accounting and cash management standards relevant to a government department.
  • Excellent interpersonal skills and ability to build and maintain strong working relationships with stakeholders.
  • Clear communication and influencing skills.
  • Analytical and problem-solving skills with the ability to present information clearly with strong consideration as to the intended audience.
  • Experience of establishing the most efficient ways of working and standardising processes.
  • Candidates must hold full CCAB/CIMA accountancy qualification.


Desirable:

  • Prior experience of using accounting software, preferably Oracle
  • Technical
  • Practical experience of IFRS 16 Leases and making robust accounting judgements relating to estimates that stand up to scrutiny under audit.
  • Practical experience of the Financial Reporting Manual, Managing Public Money and Consolidated Budgeting Guidance
