On behalf of the MOD, we are looking for a Resourcing Manager - Inside IR35 for a contract until 31st March 2027 working on a Hybrid basis (2/3 days per week in Bristol or London office and remaining WFH)

About the job:
The Resourcing Manager will lead and coordinate CSM resourcing, workforce and people process activity, ensuring workforce requirements are understood, planned and managed in line with departmental standards and Civil Service recruitment principles.
The post holder will work closely with the G7 Finance, Costs & Benefits lead, finance colleagues, NAD HR, strategic workforce planning colleagues and the CSM business management team. The role provides advice on HR and people policies, supports recruitment and onboarding issues, and helps balance workforce requirements across contingent labour, military and civilian staff.
This role requires strong stakeholder management, sound judgement, attention to detail and the ability to translate workforce information into clear advice for senior leaders. There is substantial potential for development in this role – CSM is a high priority for the Ministry of Defence and is mentioned as a specific deliverable within the recently published Defence Investment Plan. This role offers substantial exposure to senior-level decision-making within the department and is a good springboard for those considering future career development and promotion.
PLEASE NOTE:
SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance
The main duties and responsibilities of the Resourcing Manager would be to:
- Develop and maintain the CSM resourcing strategy, balancing workforce requirements across contingent labour, military and civilian workforces.
- Work with finance colleagues to ensure workforce, contingent labour and affordability information is accurate, current and aligned to NAD timescales and standards.
- Provide advice to G7 and G6 stakeholders on workforce pressures, contingent labour usage, resourcing risk and potential overspend
- Advise on key CSM people and HR policies, procedures and MyHR processes.
- Provide advice, but not direct operational ownership, on CSM recruitment and onboarding processes, issues and risks.
- Work effectively with the CSM business management team to ensure recruitment and onboarding dependencies are understood and managed.
- Manage day-to-day working relationships with NAD HR and strategic workforce planning colleagues, alongside the team G7.
- Coordinate responses to NAD queries, taskings and corporate commissions, ensuring returns are accurate, timely and evidence-based.
- Prepare clear advice and briefing material for senior stakeholders on workforce and resourcing matters.
- Maintain accurate workforce and resourcing information to support decisions, governance reporting and delivery oversight.
- Identify opportunities to improve resourcing processes, guidance, hand-offs and data quality across CSM.
- Promote consistent and compliant resourcing practice across the team.
Essential:
- Experience of resourcing, recruitment, HR operations, workforce planning or people-related business management.
- Experience working with senior stakeholders and providing clear advice on people, workforce or resourcing issues.
- Experience using workforce, finance or recruitment information to support decisions, reporting or governance returns.
- Strong organisational skills with the ability to manage competing priorities and respond to commissions at pace.
- A working understanding of HR policy, recruitment processes or Civil Service people processes.
- Desirable criteria
- A people-related qualification, including CIPD, or willingness to work towards one.
- Experience of contingent labour, workforce controls or strategic workforce planning.
