Description & Requirements

We are currently building a pipeline for a Head of Change, Comms and Engagement - Inside IR35 for a contract until (TBC) working on Hybrid basis (2/3 days per week in Bristol office and remaining WFH)


About the role:

We are looking for a Head of Change, Comms and Engagement that wants to help us successfully deliver a simplified sourcing process which provides users with the information to drive digital integration and interoperability across the function. Further embedding standards that enhance data quality, transparency and insight. By digitising processes and using AI and automation, CSM Commercial will reduce effort and improve efficiency. Fostering collaboration and delivering greater value for our stakeholders through productivity gain and cashable benefits.


We are a critical part of the MOD’s Corporate Services Modernisation (CSM) programme and digitalisation ambition with the highest levels of sponsorship and support.


This role is a critical G6 role for the J2C Commercial programme, that is part of the CSM Portfolio. It will be central to supporting the delivery of the Commercial Strategy through the delivery of a seamless end to end Commercial solution. Enabling the successful support to the 3 priority themes, namely:

1.Our People – ensuring we have the skills needed for the future

2.Our Ways of Working – speeding up and simplifying our processes

3.Our Supply Chains – improved understanding to ensure better resilience, pace of delivery and innovation.


PLEASE NOTE: 

SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance 


The main duties and responsibilities of the Head of Change, Communications and Engagement would be to:

  • Lead and manage the J2C Commercial change programme, owning the project plan and coordinating all change delivery activities to ensure successful outcomes.
  • Develop and deliver the Change, Communications and Engagement Strategy, aligning activity with wider Corporate Services Modernisation (CSM) and Defence transformation objectives.
  • Provide senior leadership and expert advice on change management, business readiness, stakeholder engagement and communications across the programme.
  • Drive business readiness and adoption, including change impact assessments, organisational readiness planning, learning needs analysis and adoption measurement.
  • Establish governance, reporting and assurance frameworks to monitor delivery progress, stakeholder engagement, readiness, risks and adoption outcomes.
  • Influence and engage senior stakeholders across Defence, building advocacy, addressing resistance and ensuring stakeholder needs and user impacts are reflected throughout delivery.
  • Lead strategic communications and engagement activity, delivering coherent messaging, campaigns, events and leadership communications that support programme objectives.
  • Lead and develop change, communications and engagement resources, fostering collaboration across programme teams, delivery partners and Defence functions while representing J2C Commercial at senior governance forums.


Essential:

  • Proven experience leading business change within complex digital transformation programmes, with accountability for planning, coordinating and delivering successful change outcomes.
  • Strong project and programme management capability, including ownership of plans, milestones, dependencies, risks, issues and delivery assurance.
  • Demonstrable success influencing and engaging senior stakeholders, including senior government, military and industry leaders.
  • Experience delivering technology-enabled change within the UK public sector, ideally in Defence, the Government Commercial Function or wider central government.
  • Strong understanding of change management, business readiness, stakeholder engagement, user adoption and benefits realisation.
  • Excellent communication skills, with the ability to translate complex information into clear messages for diverse audiences and governance forums.
  • Experience establishing governance, reporting and assurance frameworks to monitor delivery progress, adoption, engagement and organisational readiness.
  • Knowledge of Defence or wider government transformation environments, with experience working across organisational boundaries and matrix delivery structures.
