Description & Requirements


On behalf of the MOD DSTL, we are looking for a Digital Project Manager (Inside IR35) for a 24 month contract which is a hybrid role so does require up to 3 days a week in either the Salisbury or Portsmouth offices

Digital Project Manager combines strong project delivery expertise with excellent communication, and stakeholder management skills, capable of managing budgets, risks, and timelines while leading multidisciplinary teams. Knowledge of different project delivery methodologies, digital technologies, change management, and strategic planning is essential to deliver successful digital transformation projects and organisational outcomes.


You will be accountable for managing relationships across multiple suppliers, ensuring effective collaboration to deliver project outputs and achieve desired outcomes. Monitors performance, manages dependencies, resolves issues, and mitigates risks while maintaining alignment with project objectives. Ensures Commercial compliance, contractual obligations are met, promotes continuous improvement, and drives successful delivery through stakeholder engagement and governance.


SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.


As a Digital Project Manager, your main responsibilities will be:


  • Establishing and maintaining robust project governance, producing accurate project reporting, and providing clear visibility of progress, risks, issues, dependencies, and opportunities to senior stakeholders.
  • Developing and maintaining business cases, supporting investment decisions, and ensuring projects remain strategically aligned and deliver value for money.
  • Monitors supplier performance against contractual obligations and service levels, managing relationships to drive continuous improvement and successful outcomes.
  • Maintain and actively manage RAID (Risks, Assumptions, Issues and Dependencies) logs, implementing mitigations and escalating concerns where appropriate.
  • Working across complex stakeholder environments, they ensure dependencies between projects, suppliers, and business areas are effectively coordinated, enabling the successful delivery of digital capabilities that meet user and organisational needs.

  • Delivering digital projects within a structured delivery framework.

  • Business case development and life-cycle development.
  • Managing multiple suppliers, contracts, and commercial relationships.
  • Dependency management across projects, suppliers, and business areas.
  • RAID (Risks, Assumptions, Issues, and Dependencies) management.
  • Application of various project delivery methodologies.
  • Health, safety, security, and compliance management.


Desirable Skills


  • Experience within Defence, Government, or regulated environments.
  • Knowledge of Dstl, MOD, and Government project delivery frameworks.
  • Procurement, commercial, and contract management experience.
  • Experience delivering secure or classified digital services.
  • Professional project management qualifications (e.g., APM PMQ, PRINCE2 Practitioner, Agile PM, MSP).
  • Knowledge of digital transformation, data, technology, and infrastructure projects.
  • Awareness of Change Management principles.
  • Contract Management Capability Programme (CMCP) – Foundation (CMCP)
