£69,831 - £93,055 | Location: Hybrid 50/50 Our new Headquarters are in Leeds but colleagues can be based in any of our offices (Leeds, Newcastle, Manchester, Liverpool, Birmingham, Bristol, Northstowe)

As we are headquartered in Leeds our preference is to appoint to this location and priority will be given to applicants based within commuting distance of the Leeds office.


Homes England is launching the National Housing Bank, a government-backed investment platform to accelerate housing delivery across England.

This position is responsible for the delivery of complex and structured financing transactions to medium sized developers utilising funding from various Homes England funding sources, whilst also safeguarding Homes England’s investment and meeting the wider mission and objectives of the Agency to unlock investment and encourage market resiliency. 

Leading a team of experienced funding specialists, the role will focus on complex transactions across the capital stack including debt and equity, mezzanine finance, multiple site facilities, revolving credit facilities and balance sheet lending. This will include engagement with the Modern Methods of Construction (MMC) sector, growing relationships with house builders and developers to promote the Fund, as well as the management of internal and external stakeholders.  

The role will require the successful candidate to originate, structure and contract structured/complex finance transactions with medium sized developers as well as supporting team members in their analysis and structuring of lending proposals.  The role may also incorporate lending to infrastructure projects.     The role will require a solution driven mindset to respond to changing market and developer needs in order to meet the wider mission and objectives of the Agency.  


The opportunity

Responsibilities include:

    Lead and develop a team of experienced funding professionals, providing technical expertise, strategic direction, coaching, and support across complex lending transactions. 

    Originate, structure, negotiate, and execute complex real estate and infrastructure finance transactions across the capital stack, including senior debt, mezzanine finance, revolving credit facilities, balance sheet lending, and equity-related structures. 

    Act as the first line of defence in assessing new lending opportunities, evaluating project viability, management capability, risk exposure, and alignment with Homes England's strategic objectives. 

    Build and maintain senior-level relationships with developers, housebuilders, investors, government stakeholders, advisors, and industry partners to generate deal flow and support market engagement. 

    Lead transaction approvals, negotiate commercial and legal terms, ensure effective risk mitigation, and drive timely delivery from origination through execution. 

    Contribute to wider organisational strategy by identifying market trends, shaping new funding products, improving processes, managing team capacity, and supporting the development of Homes England programmes and interventions.


Candidate profile

    An established senior real estate finance professional already operating at, or ready to step into, a Head of Function/Head of Origination level role with proven leadership and people management experience.

    Extensive track record in debt origination, structuring, pricing, and risk assessment of complex residential development, regeneration, and infrastructure-related transactions.

    Deep expertise across a range of funding products and capital structures, including senior debt, mezzanine finance, revolving credit facilities, multi-site lending, and preferred equity/convertible debt solutions.

    Strong commercial and credit judgement with substantial experience negotiating complex legal documentation, LMA agreements, security structures, valuation approaches, and risk mitigation strategies.

    Highly credible relationship builder with an established network across developers, investors, lenders, housebuilders, advisers, and broader real estate finance markets.

    Strategic and influential leader with the ability to develop teams, drive organisational change, shape new products and funding solutions, and contribute at a senior management level to business strategy and market engagement.
