Description & Requirements
On behalf of Department for Business and Trade (DBT), we are looking for a Stakeholder and Communications Lead (Inside IR35) for a contract to the end of December based remotely.
As a Stakeholder and Communications Lead your main responsibilities will be:
- Lead the development and delivery of the programme's Stakeholder Engagement and Communications Plan, ensuring alignment across policy, delivery, communications and DDaT teams.
- Develop and manage the Business Change Plan, ensuring it is integrated with stakeholder engagement activities and supports best practice change management.
- Coordinate stakeholder segmentation, engagement and communications activities to support successful programme implementation.
- Develop high-quality communication materials and business change products that enable consistent messaging across the programme.
- Support the planning, coordination and secretariat of key stakeholder forums, including Implementation Steering Groups and governance meetings.
- Build and maintain strong relationships with suppliers, delivery partners and senior stakeholders to drive collaboration and successful outcomes.
- Coordinate end-to-end delivery activities across delivery bodies and suppliers, ensuring plans, milestones and dependencies remain aligned.
- Monitor supplier and partner readiness, proactively identifying risks and implementing mitigating actions to maintain delivery momentum.
- Track delivery timelines and provide regular progress reviews, ensuring issues are resolved quickly and escalated where appropriate.
- Work closely with PMO, implementation, policy and DDaT teams to ensure a joined-up delivery approach.
- Produce high-quality governance artefacts including highlight reports, delivery dashboards, decision papers and programme updates.
- Translate complex programme information into concise, meaningful communications suitable for Director-level and senior executive audiences.
- Provide timely reporting on programme progress, risks and delivery confidence to support informed decision making.
- Promote effective stakeholder engagement and business change practices throughout programme delivery.
Essential:
- Proven experience leading stakeholder engagement and strategic communications within large, complex programmes.
- Experience developing and delivering stakeholder engagement, communications and business change plans.
- Strong change management experience with the ability to support organisational and operational transformation.
- Excellent written and verbal communication skills, with the ability to simplify complex information for senior leadership audiences.
- Demonstrable experience building and managing relationships with senior stakeholders, suppliers and delivery partners.
- Strong programme coordination skills with experience managing dependencies, risks, milestones and delivery plans.
- Experience producing governance documentation, reports, dashboards and decision papers for programme boards.
- Ability to identify delivery risks early and implement effective mitigation strategies.
- Comfortable working across multidisciplinary teams including PMO, policy, digital and operational delivery functions.
- Strong organisational skills with experience supporting governance meetings, forward planning and secretariat activities.
- Ability to work at pace, manage competing priorities and deliver high-quality outputs under tight deadlines.
Desirable:
- Experience working within Government or the public sector.
- Knowledge of Digital, Data and Technology (DDaT) programmes and delivery.
- Experience supporting large-scale implementation or transformation programmes.
- Experience working with supplier onboarding, implementation and commercial engagement.
- Familiarity with Industrial Strategy, business transformation or major change programmes.
- Experience working within Agile or multidisciplinary programme environments.
