Description & Requirements

On behalf of the MOD, we are looking for a Senior Business Change (Inside IR35) for a 7 month contract. This is a hybrid working role (two days per week office based - London or Bristol).


The Ministry of Defence (MOD) is a central government department with a mission to protect our country and provide the ultimate guarantee of its security and independence, as well as helping to protect its values and interests abroad.


The MOD is one of the biggest public procurement organisations in Europe and the single largest customer for UK industry. It currently manages approximately £20 billion of spend on capital investments in equipment and infrastructure every year. Over the next decade the MOD is committed to spending over £190 billion on equipment and support. The MOD’s customers include both the armed forces and national security agencies, and it has a diverse range of requirements, including military fighting vehicles, education services, nuclear submarines and facilities management.


The MOD’s aim is to provide its armed forces with the best capabilities to enable them to protect the UK’s security and advance national interests, both now and in the long term.


To do this the MOD has an annual budget of almost £53 billion and a workforce comprising 197,000 people. of which 54,000 are civilians working for the UK MOD.

Job Purpose:


Are you ready to shape how the Ministry of Defence (MOD) is designed and is operated, directly enabling the defence of the UK? The MOD is seeking an exceptional and experienced Business Change Lead to support the delivery of Corporate Services Modernisations programme objectives – one of MODs top strategic priorities. 


Corporate Services are critically important for the 250,000 people working across Defence to do their day-to-day jobs. For example, every time the department procures military equipment, personnel receive their monthly pay or request absence, they are using Corporate Services. 


As part of the wider government Shared Services Strategy, MOD has established the Corporate Services Modernisation (CSM) programme to drive Human Resources, Commercial and Finance policy, process, organisational, data and systems transformation. The opportunity to be part of this major transformation, is underpinned by this being the largest Oracle transformation in Europe. 

 

Our ambition is to revolutionise MOD corporate services to: 

  • Improve the user experience by simplifying our policies and processes; providingeasier and better interfacestosystems andself-service and making servicesmore responsiveandprovidingeasy accessto help. 
  • Deliver better data driven decision making by introducing and fully exploiting thelatestOracle Enterprise Performance Management (EPM), Enterprise Resource Planning (ERP) and Human Capital Management (HCM) technology; improvingvisibility, accuracy andaccessibilityof management information acrossdefence; and, usingintegrated data analytics and Artificial Intelligence (AI)to inform decision making. 
  • Increase Productivity and Efficiency by automating transactional processes; expanding and improving MOD’ssharedservice centre operations; and reducing MOD’soverall corporateservices spendto maximise ourreinvestment into the front-line. 


We are seeking a Senior Business Change Manager to oversee and lead CSM change and build capability across the Defence enterprise. The successful candidate will drive and deliver CSM’s change strategy and help co-ordinate the overarching change plan being responsible for ensuring a coherent and smooth transition to the CSM vision. This role requires the ability to manage complex change projects, in a complex environment, with good leadership and excellent communication skills. The role is within our Change Management Office (CMO) and is responsible for setting the strategy and standards for change, analysing and measuring the effectiveness of activities as well as reporting on progress and escalating change risks and issues to enable decision making. They will report to the CSM Head of Change Management Office.


SC Clearance is an essential requirement for this role, as a minimum you must be eligible and willing to undergo these checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance. 


As a Senior Business Change Manager, your main responsibilities will be:


  • Providing visible and effective leadership; lead and oversee the quality and consistency of project teams’ change activities
  • Acting as the escalation point for Business Change issues, unblocking and helping to overcome barriers
  • Building capability by coaching and motivating the teams to achieve high performance
  • Fostering strong and effective relationships with senior stakeholders across the programme/ project and business areas
  • Influencing key stakeholders to buy-in and advocate the change actively across their business areas
  • Identifying and assessing the scope and scale of change to determine the best approach and resource requirements
  • Understanding the effect and impact of the change on the business (and customer, if appropriate), ensuring effective mitigations are in place
  • Assessing the business area’s confidence and preparedness to Go-Live with their key stakeholder/s
  • Providing regular reporting on progress, ensuring early warning is given to potential risks to business readiness
  • Ensuring adoption and implementation of new capabilities by the business
  • Delivering a benefits-led change approach, ensuring realisation of benefits through optimal adoption of new ways of working
  • Provide line management (where required)



Essential:


  • Deep expertise of implementing successful change management in a large, complex, high-profile and ambiguous, large-scale programme or project
  • Ability to build effective relationships with a wide range of senior stakeholders and facilitate collaborative ways of working
  • Lead and oversee the quality and consistency of project team’s change activities
  • Proven track record of building change management capability
  • Good understanding of leading with a benefits management approach
  • A high level of motivation and a proven track record of working on a large scale or high-profile programme, within a complex stakeholder environment
  • A flexible approach, capable of managing uncertainty, adapting to changing priorities and providing direction to others to overcome ambiguity
  • High levels of influence and excellent communication skills (written, verbal and presentational).
