The Serious Fraud Office (SFO) is the UK's specialist prosecuting authority tackling the most serious and complex cases of fraud, bribery and corruption. We are looking for an experienced and strategic Pay and Policy Manager to join our People and Culture team and play a pivotal role in developing people policies and reward frameworks that support our mission and workforce.

This is a fantastic opportunity for an experienced HR professional with expertise in pay, reward and policy development to influence organisation-wide strategy, engage with senior leaders, and ensure our people practices reflect best practice across the Civil Service.

About the Role

Reporting to the Head of People, you will provide expert leadership on all matters relating to people policy, pay and reward. You will lead the development and delivery of the SFO's pay and reward framework while ensuring compliance with Civil Service and wider Government requirements.

You will work closely with senior stakeholders, Trade Unions, business leaders and People and Culture colleagues to develop innovative, evidence-based solutions that support organisational effectiveness, employee engagement and workforce planning.

The role also includes line management responsibility for the Policy and Procedure Lead (SEO).

Key Responsibilities

  • Lead the development, implementation and review of people policies and procedures.
  • Deliver the annual pay remit process for delegated grades and Senior Civil Service employees.
  • Provide expert advice on reward, pay strategy, job evaluation, pay flexibility, equal pay and employee benefits.
  • Build strong relationships with senior leaders, Trade Unions, Civil Service networks, Cabinet Office and HM Treasury stakeholders.
  • Analyse workforce trends, benchmarking data and market intelligence to inform reward decisions.
  • Lead consultation, negotiation and engagement activities relating to policy and pay matters.
  • Prepare strategic papers, reports and recommendations for senior leadership and governance boards.
  • Line manage and develop the Policy and Procedure Lead, driving high performance and professional growth.
  • Champion equality, diversity and inclusion across policy development and implementation.

About You

We are looking for someone who can combine strategic thinking with strong technical expertise and excellent stakeholder management skills.

Essential Experience

  • Proven experience designing and implementing pay and reward strategies.
  • Significant experience developing and reviewing HR policies.
  • Strong analytical and numerical skills with the ability to make evidence-based recommendations.
  • Experience influencing senior stakeholders and managing complex discussions.
  • Excellent communication and relationship-building skills.
  • Ability to work effectively in a fast-paced environment and manage competing priorities.
  • Strong understanding of employment legislation and organisational policy frameworks.
  • Demonstrable experience leading groups, forums or projects that drive improvement and inclusion.

Desirable Experience

  • Experience working within the Civil Service, wider public sector or not-for-profit environment.
  • Knowledge of Civil Service pay principles and government pay controls.
  • Experience supporting organisational change and transformation initiatives.
