About the Electoral Commission
The Electoral Commission is the UK’s independent body overseeing elections and regulating political finance. Everything we do is about ensuring trust, participation, and integrity in the democratic process.
As we enter a bold new chapter under our five-year corporate plan, we are increasing our workforce and transforming how we plan and deliver core services. You will play a central role in that journey.
About the role
This is an exciting opportunity for an experienced communications leader to create and shape a new internal and corporate communications function at the heart of a respected, high-impact public body.
You will help strengthen our culture, build engagement across our four nations, and protect and promote the Commission’s brand identity. Working at the intersection of strategy, culture and design, this role offers autonomy, creativity, and the chance to make a lasting impact on how we work and communicate.
This is a newly created leadership role within the Communications and External Affairs Directorate, established to build and lead a dedicated internal and corporate communications function for the first time at the Electoral Commission.
On a day-to-day basis, you will be:
- Shape and lead internal communication strategies that engage, inform and inspire colleagues across all four UK nations.
- Manage and strengthen the Commission’s corporate brand and visual identity, ensuring consistency in design and tone across all materials.
- Oversee delivery of corporate publications, including the Annual Report and Corporate Plan.
- Lead and coach a new multidisciplinary team comprising a manager, two senior officers, an officer and a graphic designer.
- Support organisational transformation through clear, inclusive and engaging communication that reflects the Commission’s values and goals.
- Take ownership of key corporate engagement events, such as the annual all-staff conference.
About the team
The Head of Internal and Corporate Communications will lead a newly formed team within the Directorate, working alongside the External and Digital Communications teams
The team will be responsible for internal communications channels (intranet, newsletters, all-staff briefings), corporate publications, and the organisation’s visual identity.
The function is being built from the ground up, providing scope for the incoming Head to establish processes, shape the team culture, and define long-term direction.
Collaboration, innovation, and inclusivity are central to how this team will operate.
Who we’re looking for
We are seeking an experienced internal communications leader who is confident operating strategically and shaping a new function in a complex, multi-site organisation.
The ideal candidate will bring:
- Proven experience in internal and corporate communications leadership, ideally across geographically dispersed teams.

- Experience of managing a brand’s visual identity, ensuring coherence in tone and design.
- Experience developing and implementing internal communications strategies aligned to corporate goals
- Excellent interpersonal and influencing skills, with the confidence to advise senior leaders and work across all levels.
- A collaborative and adaptable leadership style, able to build high-performing, motivated teams.
Why work for us?
We offer a strong total reward package, including:
- 28 rising to 30 days annual leave + bank holidays
- Flexible working and hybrid model (40% office minimum)
- Civil Service pension scheme (28.97% employer contribution)
- Study support for professional qualifications
- Ongoing learning and development opportunities
- Ride2Work, eye care vouchers and more
How to apply
We are committed to fair and inclusive recruitment. To reduce unconscious bias and ensure all applicants are assessed solely on their skills, knowledge and experience, we use an anonymous recruitment process.
Please submit:
An anonymised Word CV, which must not include:
- Your name, address, contact details, date of birth, gender, ethnicity, or any other personal identifiers
- Names of educational institutions or dates of education
- Employment history older than 10 years (unless directly relevant and explicitly required in the person specification)
An anonymised supporting statement, clearly outlining how you meet the essential criteria listed in the job description.
If a specific qualification is required (e.g. a chartered status), you may include its title (e.g. “CIPFA-qualified accountant”) but not the awarding body or dates.
If the role only asks for general education (e.g. “educated to degree level or equivalent”), simply state this—no further detail is needed.
Failure to comply with these anonymisation instructions may result in your application being withdrawn.
Supporting disabled applicants
The Electoral Commission is proud to be a Disability Confident Employer. As part of our commitment, we offer a guaranteed interview scheme for disabled applicants. If you have a disability and meet the minimum essential criteria listed in the job description, you will be offered an interview.
To be considered under this scheme, please indicate this when you apply. We also welcome requests for reasonable adjustments during the recruitment process or in the workplace.
