Description & Requirements

On behalf of DWP, we are looking for a Building Services Specialist - Inside IR35 for an 8 Month contract based Hybrid - Remote & 40% in local DWP office (Glasgow, Newcastle, Leeds, Sheffield, Manchester, Birmingham, Blackpool, Cardiff or London).


The Department for Work and Pensions (DWP) is responsible for welfare, pensions, and child maintenance policy. As a Building Services Specialist, your main responsibilities will be to:

  • Provide technical assurance on mechanical and electrical building services, supporting Estates teams with engineering expertise and compliance guidance.
  • Review and validate reports from the supply chain, ensuring recommendations and asset data meet required technical and regulatory standards.
  • Audit and monitor asset management activities, including updates to asset registers and PPM schedules, ensuring accuracy and completeness.
  • Lead on technical approvals for changes to mechanical and electrical systems, resolving disputes and ensuring alignment with compliance and performance standards.
  • Support sustainability goals by driving asset strategies that contribute to Net Zero Carbon objectives and identifying opportunities for innovation and efficiency.
  • Act as subject matter expert, advising on technical standards, supporting incident investigations, and deputising for the Asset Intelligence Manager when required.


You'll have:

  • Strong technical expertise in mechanical and electrical building services (e.g. lifts, HVAC), with the ability to resolve complex compliance and specification issues across a diverse estate.
  • In-depth knowledge of asset management practices, including PPM schedules like SFG20, and the ability to assess associated risks and ensure legal compliance.
  • Proven experience in facilities management, including working with CAFM systems, understanding asset types, and ensuring alignment with industry standards and legislation.
  • Effective stakeholder engagement, with a track record of influencing senior leaders, supporting decision-making, and driving performance improvements through collaboration.
  • Leadership and continuous improvement mindset, with experience leading through change, delivering high-quality outcomes, and identifying innovative, cost-effective solutions.
  • A relevant electrical / mechanical engineering qualification & associated memberships - nice to have.
