On behalf of Homes England, we are looking for a Head of Financial Reporting and Accounting (Inside IR35) for a 8 month contract (Until 31/03/26)based Anywhere in The UK
Homes England, the government’s housing and regeneration agency, plays a central role in tackling the housing challenges the country now faces. Following the publication of the government’s Levelling Up White Paper, Homes England has also been tasked with a core role in spearheading regeneration, partnering with places to reduce economic disparity, empower local leaders and create equal opportunities across the country to ensure communities reach their full potential.
The Head of Financial Reporting and Accounting role will be involved in work to establish financial accounting and reporting processes for the new National Housing Bank (NHB), which will be a new subsidiary of Homes England. This includes ensuring the annual report and financial statements, including required disclosures, can be produced in line with accounting standards, FReM and other external reporting requirements
As a Head of Financial Reporting and Accounting , your main responsibilities will be:
- Established accounting and reporting processes to ensure compliant annual reports and financial statements for NHB, aligned with FReM and relevant standards.
- Led creation of a separate finance ledger and group structure to support consolidation and accurate financial reporting for the new subsidiary.
- Ensured application of appropriate valuation methodologies and supported teams in strengthening controls for accurate, timely, and complete financial data.
- Managed external reporting obligations, including submissions to OBR, UKGI, and HMT, and coordinated with NAO on audit timelines and outputs.
- Collaborated with the Group Tax Manager to determine the applicable tax regime for NHB and ensure compliance.
- Provided leadership and technical guidance, building a robust financial reporting function and preparing analysis to support executive and board-level decision-making.
Essential:
- Extensive technical expertise in IFRS and group accounting, with significant experience leading year-end closure processes in large, complex organisations.
- Strong analytical and communication skills, able to distil complex financial data into clear, insightful briefings and presentations for senior stakeholders.
- Proven leadership in financial reporting, including team management, stakeholder coordination, and advanced Excel proficiency to meet tight deadlines effectively.
- Recognised professional accountancy qualification, such as ACA, ACCA, CIPFA, CIMA.
Desirable:
- Knowledge of government accounting requirements, in particular resource accounting and budgeting.
- Public sector or property/housing sector experience
