Description & Requirements

On behalf of the MOD, we are looking for a Head of Category FM (Inside IR35) for a 6 months contract based 1-2 days per week in Andover, Glasgow, Wyton or Whittington occasional travel to other sites.

As the Head of Category Management – FM, you will provide authoritative commercial leadership across a portfolio that includes two major Category A FM programmes and more than 80 minor construction projects delivered via the SCAPE framework.

You will set the strategic direction for FM sourcing and contract management, strengthen supplier relationships, and ensure our delivery model is resilient, efficient and commercially robust..

This is a critical senior leadership role required to ensure the effective and assured delivery of services of FM Services to our US Visiting Forces (USVF) partners within the UK and the UK bases overseas (inc. but not limited to Cyprus, Gibraltar, the South Atlantic Islands).


As a Head of Category FM, your main responsibilities will be:


  • Lead the FM commercial function for UK USVF sites, overseeing two major Category A FM programmes and 80+ SCAPE minor works projects.
  • Act as senior commercial owner for all FM contracts, ensuring compliant, efficient and value‑driven delivery.
  • Oversee full end‑to‑end FM procurement: tendering, NEC contract review, commercial assurance, negotiation, award and mobilisation.
  • Lead major FM sourcing for UK USVF and Overseas estates, strengthening competition and supplier capability.
  • Ensure all procurement activity meets MOD governance, Cabinet Office Controls and HMT requirements.
  • Provide senior oversight of FM contract performance, KPIs/SLAs, risk management and continuous improvement.
  • Manage contract changes, underperformance, re‑procurements and exit plans while maintaining service continuity.
  • Own the FM Category Strategy and maintain a forward pipeline of activity, risks and resourcing needs.
  • Improve commercial reporting, dashboards, metrics and supplier performance analytics.
  • Apply Supplier Relationship Management (SRM) to drive strategic supplier engagement and long‑term value.
  • Act as senior commercial contact for USVF customers, providing advice and influencing FM strategy.
  • Build strong relationships with senior stakeholders and support ExCo/Board reporting.
  • Lead, coach and develop the FM commercial team, supporting capability growth, succession planning and positive team culture.



Essential:


  • Active SC Clearance
  • Strong background in FM procurement, category management or large‑scale FM contract delivery.
  • Proven track record leading complex procurements, FM contracts and high‑value commercial programmes.
  • Excellent commercial judgement, negotiation, and decision‑making.
  • Strong stakeholder management with ability to engage senior leaders.
  • Skilled in category strategy, pipeline planning, MI/reporting and SRM.
  • Confident leader able to coach and develop high‑performing teams.
  • .Experience overseeing contract performance, risk, supplier performance and major re‑procurements.



Desirable:


  • Public‑sector procurement experience (MOD/central government) with understanding of governance and assurance.
