Description & Requirements

On behalf of the Cabinet Office, we are looking for a FInance Operations Manager (Inside IR35) for a 3 month contract based Hybrid Newcastle, Sheffield, Manchester, London 60% office attendance

We are seeking a highly versatile Finance Operations professional to support a large-scale programme with responsibilities spanning finance, HR, commercial oversight, and project coordination.

This is a hands-on, all-rounder role suited to someone who thrives in a fast-paced operational environment and can balance detailed financial management with broader business support.


You will play a key role in ensuring strong financial governance, supporting workforce planning, and maintaining programme delivery through effective project and operational coordination.


As a Finance Operations Manager your main responsibilities will be:


  • Manage day-to-day financial operations, including budgets, forecasting, and monitoring programme spend
  • Lead purchase order (PO) and invoice processes, ensuring compliance with financial policies
  • Coordinate with central finance teams and maintain accurate financial reporting and controls
  • Support commercial and contract management, including procurement and supplier performance monitoring
  • Assist with grant funding management, ensuring delivery milestones are met before payments
  • Provide HR and workforce planning support, including recruitment coordination and headcount tracking
  • Support project delivery and governance, including risk management, reporting, and business continuity planning



Essential:


  • Strong finance background, ideally within public sector, civil service, or local government.
  • Experience in financial operations, including purchase orders, invoicing, and budget monitoring.
  • Understanding of public sector financial governance and compliance requirements.
  • Experience working in an operational or programme delivery environment.
  • Ability to manage multiple priorities across finance, HR, and project support.
  • Strong stakeholder management skills and ability to work across teams.
  • Proficiency in financial systems and Microsoft Excel (or equivalent).
  • Highly organised with strong attention to detail and problem-solving ability



Desirable:


  • Broad finance experience, including payments/shared services, forecasting, budgeting, and strategic financial planning.
  • Knowledge of procurement, contract management, and supporting grant or funding programmes.
  • Experience in workforce planning, programme governance, risk/business continuity, plus a relevant (or working towards) finance qualification.
