On behalf of The Government Property Agency, we are looking for a Commercial Lead for a 6 months contract based in Birmingham, Leeds, Manchester, Newport, Nottingham, Norwich or Swindon on a Hybrid basis
The Government Property Agency is an Executive Agency of the cabinet office. It is changing the way the Civil Service works and is at the forefront of Government's transformation agenda; reshaping the relationship civil servants have with their place of work. The Agency is central to the delivery of key Government policies including moving 22,000 Civil Service roles out of London by 2030 and tackling climate change by contributing to the Net Zero agenda. To do this we are delivering a major change programme across the UK and consolidating our portfolio in order to save £1.4 Bn over 10 years.

The Manchester Digital Campus (MDC) Commercial Lead will be responsible for leading on Capital Projects’ commercial activities in their Non-Standard region, covering over £1bn of construction activity and construction-related activity across several projects, the last of which is scheduled to complete in 2032. MDC forms part of the Government Major Projects Programme (GMPP).
Reporting to and supporting the MDC Associate Commercial Specialist, they will be providing commercial and procurement support to the Non-Standard Hubs team on construction procurement and contract management of professional and construction services. They will also advise on commercial aspects whilst developing and maintaining detailed procurement strategies for each project, linking in with and developing the policies set out in GPA’s Construction Strategy and the IPA’s Construction Playbook
As a Commercial Lead, your main responsibilities will be:
- Support the delivery of a market-leading construction procurement strategy which informs and develops the GPA’s approach to the construction industry to meet GPA’s project requirements
- Alongside supply chain partners, manage and control the preparation of construction procurement strategies for large and complex procurements, in line with the Procurement Contract Regulations 2015, the Defence and Security Public Contract Regulations 2011 and the upcoming Procurement Act 2023
- Manage the commercial relationship with GPA’s supply chain partners specific to the Non-Standard programme
- Have tangible experience and a proven ability to apply the most appropriate procurement and commercial strategy to suit specific project characteristics and risks, with particular focus on construction procurement
- Manage the end-to-end procurement process, including the preparation of documents and close liaison with internal and external stakeholders to ensure the most economically advantageous for GPA, balancing cost, quality, and value
- Working knowledge and practical experience of construction contracts together with a clear understanding of legislation impacting on contracts
- Support construction contract negotiations and engage in key decision making
- Support the drafting of the Commercial Case in each projects’ Business Case steps, in line with the Green Book
- Navigate and contribute to approvals, governance reviews and board approvals within both GPA and Cabinet Office to secure the required approvals to proceed
Essential:
- Demonstrate capability to lead on all construction procurement-related activities, demonstrating expert market knowledge and insight on the current market
- Advise on commercial- and construction-related policies and procedures to internal and external stakeholders
- Manage Complexity – Ability to lead, deliver and be accountable for multiple projects and their strategies within a large organisation, meeting agreed deadlines whilst consistently delivering high quality contracts.
- Commercial Focus – End-to-end category lifecycle experience within a complex business environment with experience in driving positive commercial outcomes.
- Builds Relationships – Ability to foster collaborative relationships with suppliers and stakeholders at all levels both internally and externally.
- Coaching Manager – Ability to continually develop and increase team skills, knowledge and commercial acumen through proactive mentoring, on the job training and skill/knowledge transfer.
- Contract and Supply Management – Property and Construction-related expert knowledge of market, suppliers, commercial models, contract forms and value levers at a national and strategic level.
