Description & Requirements

On behalf of The Ministry of Justice, we are looking for a Commercial Bid Manager (Inside IR35) for a 6 months contract based  in London Leeds or Manchester with a requirement to be in the office twice a month.


The Ministry of Justice (MoJ) priorities include improving public safety and reducing reoffending by reforming prisons, probation and youth justice, and building a justice system which makes access to justice swifter and more certain for all citizens whatever their background. Project professionals in the MoJ help to improve the government’s ability to protect the public and reduce reoffending, and to provide a more effective, transparent and responsive criminal justice system for victims and the public.


As a Commercial Bid Manager  your main responsibilities will be:


  • Managing procurement timelines and milestones
  • Supporting supplier negotiations
  • Leading evaluation and moderation processes
  • Supporting award recommendations and contract implementation
  • Ensure contracts deliver value for money and meet strategic objectives
  • Provide expert commercial advice to internal stakeholders
  • Operate in full compliance with public sector procurement regulations, Cabinet Office guidance, and MoJ governance frameworks


Essential:


  • Deep understanding of public sector procurement principles and legislation, with proven experience in moderating complex, high-value tender evaluations.
  • Exceptional stakeholder engagement and relationship management skills, enabling effective workload alignment and collaboration across teams.
  • Strong analytical and presentation skills, with meticulous attention to detail and the ability to clearly communicate data and key insights to diverse audiences.


Desirable:


  • Experience in Hard or Soft Facilities management or Construction
