Description & Requirements

On behalf of the Cabinet Office we are looking for a Product and Strategy Manager (Inside IR35) for an initial 3 month contract with potential to extend. Remote working.


The Cabinet Office supports the Prime Minister and ensures the effective running of government. The Cabinet Office is also the corporate headquarters for the government, in partnership with HM Treasury, and takes the lead in certain critical policy areas. As a Product and Strategy lead you’ll manage the day to day running of a place-based project with public sector partners in Scotland, Wales and Northern Ireland to prototype solutions to complex policy issues. You’ll lead the team with core responsibilities of stakeholder management, delivery planning, determining the right approaches for the team to take and supporting innovative ways of working to deliver the right outcomes. You’ll help the team work to timelines to deliver what’s been agreed with local partners and stay connected to related work streams across central government and the wider public sector.


We’re looking for candidates who are confident navigating complex policy challenges and can identify strategic opportunities to leverage change. This role will require travel within the UK to work closely with local partners.


As a Product and Strategy Manager your main responsibilities will be to:


  • Lead a multidisciplinary team to deliver solutions aligned with the scoping agreed with local partners, through test and learn cycles
  • Define, explain and iterate an evidence-based vision for solutions that are compelling to your team, stakeholders and end-users
  • Collaborate with team members to create prototypes to test assumptions or approaches
  • Identify assumptions and risks behind possible approaches and include these in your planning
  • Lead on delivery planning for your team maintaining a roadmap and strategy, and develop and prioritise a backlog
  • Make decisions based on evidence and value for money
  • Use theories of change and evaluation to evidence the project as well as the wider programme goals
  • Share insight with the wider team to ensure the programme strategy can adapt and have the best chance of success
  • Lead a team working a higher degree of uncertainty working out the most important research and insight and partnership needed to inform your plans
  • Create longer term plans that address dependencies and other risks, while also being responsive to change


Essential:


Lead High-Performing Multidisciplinary Teams

Demonstrated experience leading diverse teams of specialists across user-centred design, analysis, policy, delivery and behavioural insights to develop, test and implement solutions to complex challenges. Able to provide leadership, direction and escalation support while maintaining delivery momentum.



Drive Product Strategy and Delivery

Proven track record of developing and launching successful products, strategies or services. Skilled at creating a clear vision, delivery roadmap and compelling narrative, while navigating complex policy and operational environments to identify opportunities for transformational change.



Apply Agile and Lean Product Management

Strong experience using agile and lean methodologies, including roadmap development, prioritisation, MVP definition and evidence-based decision making. Able to manage uncertainty, dependencies and risk while maintaining stakeholder confidence and delivering measurable progress.



Influence and Manage Senior Stakeholders

Expertise in building effective relationships across a wide range of stakeholders, including senior leaders. Able to challenge constructively, influence decision-making, reconcile differing viewpoints using evidence, and secure alignment around user and organisational outcomes.



Use Evidence to Inform Decisions and Measure Impact

Highly analytical, with experience using data, research and evaluation methods to identify risks, test assumptions and assess success. Skilled in setting measurable objectives, developing theories of change, and using both qualitative and quantitative evidence to drive continuous improvement.
