On behalf of HM Treasury we are looking for a Full Stack Developer (Outside IR35) for a 2 month contract (until 31/03/26). Remote working.

OSCAR (Online System for Central Accounting and Reporting) is His Majesty’s Treasury’s central platform for managing and reporting government financial and performance data. OSCAR supports the production of a wide range of key outputs.
As the Developer for the OSCAR Landing Page you will lead the design and delivery of a modern, secure, and accessible web solution that enhances the OSCAR user experience. You will work closely with senior stakeholders, technical teams, and user representatives to ensure the solution aligns with government digital standards and meets the needs of a diverse user base.
As a Full Stack Developer your main responsibilities will be to:
- Build relationships with senior stakeholders across business and technical areas to understand requirements and drive consensus.
- Design and Build a secure-by-design solution, compliant with WCAG and Government Digital Service accessibility standards, leveraging the Gov.UK Frontend and Design System.
- Deliver the integration of the landing page within the existing OSCAR AWS ecosystem, ensuring seamless authentication via Okta and access to all OSCAR environments (DEV/TST/STG/PRD/DRY).
- Ensure the solution supports role-based views, enabling differentiated access and functionality for user groups such as User Authorisers, System Admins, and Data Inputters.
- Enable integration with Jira Service Management and other OSCAR applications, ensuring smooth user journeys and effective notification mechanisms (e.g., notification banners, status pages).
- Champion best practices in solution architecture, documentation, and maintainability, ensuring the solution can be easily updated and extended by FACT staff/suppliers.
- Proactively identify opportunities to improve the OSCAR user experience and support future enhancements.
Essential:
- An active SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. (Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.)
- Proven experience as a full-stack developer or similar role, ideally within government or large-scale public sector programmes.
- Strong background in web solution development, cloud platforms (preferably AWS), and secure authentication (Okta or similar).
- Familiarity with government digital standards, accessibility (WCAG), and open-source design systems.
- Excellent stakeholder management, communication, and leadership skills.
- Experience with integration of third-party services (e.g., Jira Service Management) and API-driven architectures.
- Ability to produce clear, comprehensive documentation and support knowledge transfer to in-house teams.
Desirable:
- Experience with Gov Design System for frontend development is highly desirable.
- Okta experience.
- SQL experience.
