Description & Requirements

On behalf of The Ministry of Justice we are looking for a Digital Product Manager (Inside IR35) for a 6 month contract. Remote working. 


The Ministry of Justice (MoJ) priorities include improving public safety and reducing reoffending by reforming prisons, probation and youth justice, and building a justice system which makes access to justice swifter and more certain for all citizens whatever their background. Project professionals in the MoJ help to improve the government’s ability to protect the public and reduce reoffending, and to provide a more effective, transparent and responsive criminal justice system for victims and the public.


As a Digital Product Manager you will be joining the Accommodation and Interventions service area within Probation Digital. You will specifically working on accommodation products, supporting the SPM in the service area with the ongoing development of live Community Accommodation Services and the future release of the Single Accommodation Service.


As a Digital Product Manager your main responsibilities will be to:


  • With the SPM, lead the Accommodation team to deliver excellent product and iterations to meet the needs of Probation Practitioners.
  • Deliver services that meet the Digital by Default Service Standard and are best in class for government.
  • Gather user requirements based on a communicable understanding of diverse audience groups.
  • Define and get user buy-in for product definition and delivery approach.
  • Create effective, prioritised product descriptions and delivery plans to meet user needs in a cost effective way.
  • Interpret user research in order to make the correct product decisions, noting that users do not always know what they want.
  • Keep continually abreast of changes to user habits, preferences and behaviours across various digital platforms and their implications for successful delivery of government digital services.
  • Underpin the delivery and iteration of digital services through effective analysis of qualitative and quantitative user data.
  • Develop and manage stakeholder relationships within MoJ and externally to create buy-in for the product.


Essential:


  • Product Management experience, with the ability to co‑lead multidisciplinary teams to deliver and iterate high‑quality digital products that meet user and organisational needs.
  • Strong understanding of Government Digital Service (GDS) principles, including delivering services that meet the Digital by Default Service Standard and represent best practice in government digital delivery.
  • Proven experience gathering and translating user needs, using clear, inclusive communication with diverse user groups, including users with complex needs.
  • Ability to define and communicate product vision and scope, securing user and stakeholder buy‑in to product definitions, priorities and delivery approaches.
  • Experience creating and managing prioritised product backlogs, roadmaps and delivery plans, balancing user value, cost effectiveness and delivery constraints.
  • Excellent stakeholder management skills, with a proven ability to build and maintain effective relationships across internal teams and external partners, influencing and negotiating to achieve shared outcomes.
