Description & Requirements

On behalf of DWP we are looking for a Business Analyst for a 12 month (Inside IR35) contract. Hybrid working with 3 days per week required in Birmingham, Blackpool, Leeds, Manchester, Sheffield or Newcastle. 


The Department for Work and Pensions (DWP) is responsible for welfare, pensions, and child maintenance policy. As the UK’s biggest public service department, it administers the State Pension and a range of working age, disability and ill health benefits to around 20 million claimants and customers. As such, we operate on a scale that is almost unmatched anywhere in Europe and most people in Britain come into contact with us at some point in their lives.


Working with DWP, you will be helping us to drive our priorities to:


  • Help people to move into work and support those already in work to progress, with the aim of increasing overall workforce participation
  • Help people to plan and save for later life, while providing a safety net for those who need it now
  • Provide effective, efficient, and innovative services to the millions of claimants who rely on us every day, including the most vulnerable in society
  • Improve experience of our services while maximising value for money for the taxpayer.


This role will be key in supporting digital transformation across DWP’s Corporate Centre Services, working within the Corporate Services & Platforms team (CS&P). The role supports the discovery, analysis, and feasibility assessment of digital and data-driven solutions, ensuring alignment with wider departmental strategy and emerging technology principles.


As a Business Analyst your main responsibilities will be to:


  • Translate business problems and user needs into detailed, actionable requirements that deliver measurable value.
  • Lead workshops, interviews, user engagement sessions and research activities to understand business processes, services, and user journeys.
  • Apply User-Centred Design (UCD) principles throughout analysis activity, ensuring solutions are based on real user needs.
  • Support and contribute to Service Standard Assessments, ensuring services meet Government Digital Service Standards.
  • Build strong working relationships with stakeholders across mixed technical and non-technical backgrounds.
  • Model business processes using recognised techniques, identifying opportunities for improvement and supporting future-state design.
  • Support Product Owners in shaping epics, features, and user stories for delivery teams.
  • Contribute to continuous improvement within the team and wider organisation, particularly around digital transformation and automation.


Essential:


  • Experience working as a Business Analyst, ideally within Government, public sector, or similarly regulated organisations.
  • Strong experience in analysing and refining user and stakeholder requirements.
  • Experience working on end-to-end change initiatives, from discovery through to delivery.
  • Ability to identify improvements, articulate options and provide well-reasoned recommendations.
  • Experience of building productive relationships with senior stakeholders and multidisciplinary teams.


Desirable:


  • Experience of data integration, APIs or digital service development.
  • Awareness of automation technologies, digital workflow tools or AI-assisted capabilities.
  • Experience in SaaS implementation or modernisation of legacy systems.
