On behalf of IBCA, we are looking for a Pay, Reward and Benefits Lead - (Inside IR35) for a 12-month contract based REMOTELY 


Job summary

The Infected Blood Compensation Authority (IBCA) is a new arm’s-length body set up, at unprecedented pace, to administer compensation to people whose lives have been impacted by the infected blood scandal.


IBCA will ensure payment is made in recognition of the wrongs experienced by those who have been infected by HIV, Hepatitis B or C, as well as those who love and care for them. They have been frustrated and distressed by the delays in achieving proper recognition, and we must help put this right.


We are committed to putting the infected and affected blood community at the centre of every decision we make and every step we take to build our organisation to deliver compensation payments.


IBCA employees will be public servants. If successful in this role you will be appointed directly into IBCA, on IBCA terms and conditions as a public servant.


Successful applicants will join the Civil Service Pension Scheme.


Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arm’s Length Body (ALB), or an external employer.


Job description

As the lead on pay, reward and benefits you will be responsible for both setting the strategic direction and leading the delivery of IBCA’s pay, reward and benefits arrangements.


You will work closely with multiple stakeholders including IBCA’s Board, Executive Committee, Remuneration Committee and senior executives, providing expert advice and credible solutions to ensure IBCA’s pay arrangements are fit for purpose, competitive and affordable.


You will be joining IBCA as the HR team is forming and will be supported at the outset by colleagues in the Cabinet Office Delivery Programme Team who are working to establish IBCA’s HR functions and structures.


You will play an active role in supporting the HR Director and other senior colleagues as IBCA’s HR team takes shape. You will also be required to play a lead role in ensuring IBCA’s requirements feed into the development of the new ERP system which is expected to be implemented mid-2026.


This is a dynamic and fast-paced role which involves managing multiple priorities and frequently changing requirements, so you will need to be comfortable working with ambiguity and uncertainty.


As a Pay, Reward and Benefits Lead - (Inside IR35), your main responsibilities will be:

  • Finalising IBCA’s approach to pay, reward and benefits, including leading on engagement and securing any necessary approvals
  • Leading IBCA’s annual pay award cycles, including pay modelling and developing proposals, negotiations with the Trade Union(s) and ensuring compliance with the Civil Service Pay Remit Guidance and alignment with the Senior Civil Service (SCS) pay framework throughout
  • Act as IBCA's Pay & Reward subject matter expert throughout an ongoing ERP implementation, representing IBCA's needs and ensuring IBCA's reward framework and policies are effectively captured in the new system. Post-implementation, continuously identify opportunities to enhance Pay & Reward though technology as IBCA matures as an organisation.
  • Leading on modelling and delivery of IBCA’s gender and ethnicity pay gap reporting and leading/supporting the delivery of any regular or ad hoc activity, for example, contributing to IBCA’s Annual Report and Accounts and responding to any relevant commissions
  • Proactively monitor the effectiveness of IBCA’s pay, reward and benefits arrangements and develop solutions and improvements where necessary to ensure they enable IBCA to attract, motivate, develop and retain the talent it needs to deliver for victims of infected blood


Essential 

  • Significant experience in pay and reward across complex organisational environments
  • Operated at Head of Pay and Reward level, providing leadership and oversight to pay policy teams
  • Experience delivering annual reporting and contributing to statutory accounts
  • Strong capability in analysing, interpreting and presenting pay related data
  • Proven experience in developing, shaping and advising on pay policy strategy
  • Background in working within dedicated pay or reward teams
  • Experience designing, developing and implementing annual pay cycles, including business cases and governance processes
  • Demonstrated experience managing and delivering the annual pay remit cycle
  • Public sector experience within a regulated or governance driven environment


Desirable

  • Knowledge of public sector pay policy and governance is advantageous.
  • Experience of working with the Trade Union(s) to deliver positive outcomes, preferably in a pay and reward context
