Description & Requirements

On behalf of UKRI, we are looking for an IT Delivery & Change Manager (Inside IR35) for a 6 month contract based Hybrid in Swindon (4 days a month).


UK Research and Innovation (UKRI) is the UK’s national funding agency investing in science and research. As part of its ongoing transformation, UKRI is delivering the Living on the Web (LotW) programme - a strategic initiative to modernise its technology estate and ways of working.

We are hiring an IT Delivery & Change Manager to lead the planning, implementation, and delivery of LotW across UKRI. Working closely with DD Technology Services, the Head of Information & Collaboration Services and the Programme Delivery Manager, you will own the delivery roadmap, manage SME resources and oversee execution across technical delivery, change management, and stakeholder engagement.


This is a hands-on, delivery-focused role leading the Windows 11 upgrade within the End User Device (EUD) space. You will drive efficiency, structure and long-term sustainability, while contributing to broader transformation workstreams including collaboration tools, infrastructure reduction, and operating model redesign.


As an IT Delivery & Change Manager, your main responsibilities will be to:

  • Lead the end-to-end rollout of Windows 11 across UKRI, including device readiness, deployment strategy, supplier coordination and post-deployment support.
  • Develop and manage the LotW implementation and delivery plan aligning technical execution with broader transformation goals.
  • Support the design and implementation of new IT service operating models, working with stakeholders to ensure alignment between technical delivery and organisational change.
  • Own RAID management (Risks, Assumptions, Issues, Dependencies) and ensure governance across all workstreams.
  • Drive business change and impact assessments, ensuring user readiness and smooth transitions.
  • Manage stakeholder engagement and communications, both internally and externally, across all levels.
  • Oversee supplier performance, resource planning and escalate the need for specialist support where required.


Essential:

  • Proven, hands on experience delivering a full-scale Windows 11 rollout in a live enterprise environment.
  • Strong background in End User Device (EUD) operations and upgrades including collaboration software migrations (e.g., O365).
  • Ability to lead OS-level transformation with hands-on delivery credentials.
  • Exposure to IT service operating model design or implementation, ideally in partnership with service teams and suppliers.
  • Demonstrated experience in business change delivery, including impact assessments and user transition support.
  • Skilled in stakeholder engagement and communications, across technical and non-technical audiences. Able to bridge delivery with user engagement and readiness.
  • Expertise in RAID management and project governance with experience in planning and reporting (ideally using Verto or similar tools).
  • Strong budget and financial management capability, with proven ability to manage supplier relationships and contract oversight.
