On behalf of The Department for Transport - DVSA, we are looking for a Commercial Officer (EO) Inside IR35 for a 6 month contract Remote working

Role purpose:
Providing support to DVSA’s category teams for contract activities and related issues, including all aspects of the commercial cycle, pre-procurement/pre-market engagement, procurement and contract management. Commercial Category Officers are expected to be flexible in their approach and may on occasion be required to support more than one category, delivering a range of products and services required or supplied by DVSA. The role may also include the administration and commercial management of Authorised Testing Facilities (ATF) contracts.
This role will support DVSA’s adherence to the appropriate legal standard and best practice across the entire spectrum of commercial activities. To include contracting activities with third parties and maintaining awareness of legal (national and international), departmental and Government policy and regulations.
The main duties and responsibilities of the Commercial Officer (EO) would be:
- Providing support to Commercial Category Managers and category team; covering all aspects of the commercial cycle.
- Supporting the effectiveness of the Category Team(s) by performing other tasks and initiatives as required.
- Managing commercial and category-specific inboxes, providing timely responses to queries and ensuring issues are resolved.
- Managing low value procurements.
- Establishing the relevant contractual information for tender and bid documentation for engagement with third parties, to establish formal contractual arrangements.
- Participating and support negotiation and agreement of contracts with external third parties to ensure best value for money in any subsequent agreement.
- Providing commercial oversight for allocated contracts, resolving related issues and applying relevant measures and controls.
- Ensuring contract risks and improvement opportunities are reported.
- Monitoring contractor performance in line with the service level agreements in place and take action where necessary.
- Making appropriate use of DVSA’s e-sourcing tool, ensuring all data is accurate and updated accordingly.
- Making full use of data & MI reports to support the category approach.
- Ensuring all relevant contractual records and related correspondence is maintained.
- Providing stakeholder support, advice, and challenge where appropriate for allocated contracts.
- Working in collaboration with colleagues across all functions for the good of DVSA and to create a high performing and well-respected Agency.
- Liaising with internal customers and external contractors, verbally, in meetings and in writing to ensure that any issues arising from existing contracts are resolved without delay.
- Liaising with stakeholders across all functions and levels within DVSA, including senior management.
Essential:
- Ability to work as part of a team.
- Experience in explaining complex information to internal and external customers
- Computer Literate – fully competent with Microsoft Word, Excel, email and internet.
- Excellent communication skills – written and oral
- Must be interested in developing commercial skills and expertise within a public sector environment.
- Willingness for occasional travel and overnight stays if necessary
