On behalf of Homes England, we are looking for a Senior Manager – Partnership and Business Development (Inside IR35) for a 9 month contract on a hybrid basis (South East)
Homes England, the government’s housing, and regeneration agency, plays a central role in tackling the housing challenges the country now faces. Following the publication of the government’s Levelling Up White Paper, Homes England has also been tasked with a core role in spearheading regeneration, partnering with places to reduce economic disparity, empower local leaders and create equal opportunities across the country to ensure communities reach their full potential.
As a Senior Manager – Partnership and Business Development your main responsibilities will be to:
- Develop and maintain senior-level relationships with key internal and external stakeholders to identify opportunities to increase housing supply.
- Work collaboratively with Investment and Development colleagues to build a long-term pipeline of viable housing and land opportunities.
- Identify, shape and support complex projects that unlock land and enable delivery in priority housing markets.
- Act as a conduit between the organisation and local partners, influencing decisions and generating new business opportunities.
- Use a problem-solving approach to overcome delivery barriers, bringing together partners to find practical solutions.
- Leverage the organisation’s full range of funding tools, products and expertise to create integrated intervention packages.
- Work within multi-disciplinary teams to support delivery of large, complex and long-term projects.
- Coordinate activity across directorates, ensuring alignment of programmes, funding streams and strategic priorities.
- Use data, evidence and market analysis to inform decisions, justify interventions and support project development.
- Manage stakeholder relationships where required, resolving issues and identifying collaboration opportunities.
Essential Criteria:
- Demonstrable experience in housing policy, property development, town planning, economic development, or a related field.
- Strong understanding of current Government housing priorities and the role of Homes England in delivering them.
- Proven track record of delivering outcomes through negotiation with multiple stakeholders with differing priorities.
- Experience working in complex environments involving cross-organisational collaboration.
- Ability to think strategically, recognising patterns, interdependencies and alignment with wider organisational objectives.
- Strong commercial awareness, with the ability to identify innovative and viable solutions to support project delivery.
- Ability to build and sustain high-level relationships and influence without direct authority.
- Experience using data and evidence to support decision-making and strategic planning.
- Ability to work at pace, manage competing priorities and deliver high-quality outputs.
- Comfortable operating in complex, changing environments and adapting to evolving market conditions.
- Strong communication and stakeholder engagement skills.
- Collaborative approach, with the ability to work effectively within multi-disciplinary teams.
