On behalf of FCDO, we are looking for a HR Digital Project Manager (Inside IR35) for a 4 month contract based Remotely.

We are seeking a highly organised and proactive HR Digital Project Manager to lead the transition between two contracts for our Country Based Staff (CBS) Applicant Tracking System (ATS). This role is pivotal in ensuring continuity, functionality, and value from our new supplier arrangement. The successful candidate will be responsible for managing the end-to-end transition process, coordinating internal stakeholders and external suppliers, and delivering a robust project plan that includes training timelines and ensures the new contract meets our operational and strategic needs.
SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.
As a HR Digital Project Manager, your main responsibilities will be:
- ATS Contract Transition Management
- Lead the transition from the current ATS contract to the new supplier arrangement. Ensure that all deliverables, timelines, and dependencies are clearly defined and managed throughout the transition period.
- Stakeholder Coordination
- Act as the central point of contact between internal teams and the external ATS supplier. Facilitate regular communication, resolve issues, and ensure alignment on project goals and expectations.
- Project Planning and Delivery
- Design, maintain, and execute a comprehensive project plan that outlines key milestones, deliverables, risks, and dependencies. Ensure the plan is regularly updated and communicated to all stakeholders.
- Functionality Assurance
- Work closely with technical and operational teams to define and validate the functionality required from the new ATS contract. Monitor supplier performance and ensure that the solution deliverables align with agreed specifications and business needs.
- Training and Change Management
- Integrate training timelines and activities into the project plan. Coordinate with HR colleagues, based in HR Hubs around the world, to ensure staff are adequately trained on the new ATS before go-live. Support change management efforts to ensure smooth adoption.
- Risk and Issue Management
- Identify potential risks and issues early, develop mitigation strategies, and escalate where necessary. Maintain a risk register and ensure proactive management throughout the project lifecycle.
- Reporting and Governance
- Provide regular updates to senior leadership and governance boards. Prepare status reports, highlight achievements, and flag any concerns or deviations from the plan.
Essential Skills
- Proven experience in digital project management, ideally within a public sector or contract-driven environment.
- Experience working with Applicant Tracking Systems (ATS), including implementation or supplier management.
- Strong understanding of project management methodologies (e.g., Agile, PRINCE2).
- Demonstrable experience managing transitions between digital contracts or platforms.
- Excellent stakeholder management and communication skills.
- Ability to design and maintain detailed project plans.
- Familiarity with digital service delivery and functionality testing.
- Experience in planning and delivering training programmes as part of project rollouts.
Desirable Skills
- Experience working with government departments and experience of working with global stakeholders.
- Understanding of procurement and contract management processes.
