On behalf of Homes England, we are looking for a Change Communications Specialist (Inside IR35) for a contract up to 31/03/27 based remotely.
Homes England, the government’s housing and regeneration agency, plays a central role in tackling the housing challenges the country now faces. Following the publication of the government’s Levelling Up White Paper, Homes England has also been tasked with a core role in spearheading regeneration, partnering with places to reduce economic disparity, empower local leaders and create equal opportunities across the country to ensure communities reach their full potential.
As a Change Communications Specialist your main responsibilities will be:
- Lead the end‑to‑end delivery of communications and content, setting clear priorities, standards and timelines for all programme communications requirements.
- Creating clear, compelling and informative content, drafting, writing and gaining approval for publication across internal channels
- Set and monitor the programme communications strategy and translate this into actionable plans.
- Apply governance, tone of voice, accessibility and compliance standards across all communications.
- Plan and manage communications activity in line with programme milestones, dependencies and change.
- Identify gaps, risks and inconsistencies in communications and implement effective solutions.
- Translate complex or technical programme activity into clear, people- focused messaging, ensuing the communications clearly articulate ‘what it means for colleagues’
- Track actions, risks and issues, escalating appropriately and providing assurance evidence.
- Drive continuous improvement in communications processes to enhance clarity and impact.
- Prepare and present programme updates, briefings and evidence packs for stakeholders.
- Collaborate across multidisciplinary teams to ensure communications reflect operational reality.
- Influence stakeholders at all levels of seniority through timely, accurate communications that support programme objectives
Essential:
- Degree‑level qualification or equivalent professional experience in communications, content or a related discipline.
- Strong knowledge of accessibility standards and inclusive content design principles.
- Strong story-telling and people focused content creation
- Proven experience delivering end‑to‑end communications and content within complex organisations or large‑scale programmes.
- Demonstrable experience producing accurate, compelling communications for sensitive or high‑risk changes.
- Ability to simplify complex or technical information for diverse audiences.
- Experience working within governance frameworks and managing risk in communications delivery.
- Confidence engaging with, and influencing senior stakeholders and multidisciplinary teams.
- Experience of delivering communications across complex transformation environments.
- Ability to manage multiple priorities independently while maintaining attention to detail and quality.
