Description & Requirements

On behalf of The Home Office, we are looking for a Senior Project Manager (Inside IR35) for a 12 Month contract based REMOTELY (Occasional travel to Liverpool).

SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance. 


Description

Due to the highly specialist and technical nature of this work (Oracle and Database migration) a specialist SPM is required. DBS would not carry this in the establishment as an ongoing resource. It is planned that the system that replaces R0 will be supported by non-project delivery roles.

DBS launched it’s 2025 Strategy in May 2020. As part of this strategy a Technology Roadmap (TR) was established to deliver a major Transformation of its Legacy Technology Estate, moving towards a modernised, digital and cloud-based target architecture with data at the core.


The early years of the TR delivery were focused on laying the foundations, disaggregating the supplier base and delivering enabling technology. This has also included delivery of the DBS Digital Modernisation Plan which is a commitment made to the Public Accounts Committee (PAC) in November 2020.


Both the strategy and the TR have been refreshed 2025-2028 and is now focused on delivering the transformation activity.


A fundamental part of the DBS Strategy is to ensure our technology is modern, stable and represents value for money. DBS transitioned from a fully outsourced relationship with TCS at the end of March 2020. This enabled DBS to take control of their technology estate, develop an Operating Model and Target Architecture.


The Change Management and Business Improvement (CM&BI – part of Strategy, Performance and Change Directorate) have been developing a process and associated resourcing model for Technical Change with Technology & Innovation (T&I) Directorate within DBS. This is giving consideration to current demands of supporting the Legacy Estate, transitioning to the new Next Generation Estate, which is being delivered by the Legacy Technology Estate Replacement (LTER) Programme, and anticipated future demand for technical change roles using internal resource where available.

The role will deliver projects associated with the Technology Roadmap, including:

  • CT-012-WS03 R0 Database Migration
  • CT-041-WS00 Data Archiving - Phase 1

In line with the agreed governance approach, the Technical PM will undertake qualitative risk management by identifying, assessing and presenting the impact and consequence on project areas that present delivery and technical risk, together with potential mitigation actions. Under the direction and accountability of DBS.


Essential Criteria

  • Technical Assurance & Analysis: Proven ability to analyse technical designs, assure supplier proposals, and manage technical interdependencies.
  • Value for Money & Governance: Skilled in VfM challenges, risk management, and governance assurance for services.
  • Technical–Business Bridge: Strong communicator who can represent technical teams and build relationships with non-technical stakeholders.
  • Architecture & Systems Expertise: Experience with physical and cloud-based architectures; understanding of operating systems and Oracle products.
  • Project & Stakeholder Management: Proficient in project planning, change management, stakeholder engagement, and team leadership using Waterfall and Agile.
  • Decision-Making & Compliance: Ability to resolve complex issues, lead business case development, and apply architecture knowledge in regulated environments.
